UNICEF Country office in Sao Tome e Principe (STP) is the lead agency to support the implementation of a Joint Programme (JP), funded by the Joint SDG Fund, to strengthen social protection system in STP in joint implementation with ILO, UNDP and WHO. The implementation of the programme started in 2020, and activities are undergoing, UNICEF is looking for a Communications Consultant to create outreach and communication content for the Joint Programme. This Joint Programme (JP) is supporting the Ministry of Labor, Solidarity, Family and Professional qualification (MLSFPQ) to fully implement the Social Registry (SR) “including the draft of a legal framework and the revision of questionnaire and registration approach - to enable its use by several targeted social programmes. The JP aims at ensuring the interoperability of the SR with different monitoring information systems of social programmes to link effectively a set of interventions and to improve the access of vulnerable and extreme poor families not only to cash transfer schemes, but also to social services in three on six districts of the country. The main objective of the JP is to accelerate some key SDG targets by fostering cross-sectoral synergies through cross-sectoral coordination while expanding social protection coverage via the national Vulnerable Family Programme and social pensions. Social sector interventions to be linked to the SR through the JP include 1) parental education; 2) youth engagement in the social sector; 3) access to a health services package, including essential preventive and curative health and nutrition care jointly with case management and monitoring through DHIS2 with an individual tracker module. At the end of Joint Programme it is expected that the Social Registry is fully implemented in three districts with an adequate legal and normative framework and ready to be scaled out and scaled up; all families benefiting from the Vulnerable Family Programme (cash transfers targeting children) or identified as vulnerable in the social registry have had access to parental education while promoting access to health, nutrition and education (particularly pre-schooling) through sectoral platforms and referral systems and that youth are trained and engaged in supporting the provision of social services, particularly in parental education. In addition, the SR will be ready to be used by other programmes, increasing its capacity to mobilize different stakeholders beyond government ministries and the PUNOs already involved in this JP. In particular, the evidence of the JP catalytic effects will leverage financing of the World Bank, that has already strongly supported the current JP design as well as other important stakeholders in the country such as the African Development Bank, the European Union and the bilateral cooperation of countries such as Portugal and Luxembourg as well as south-south cooperation with countries such as Brazil and Cape Verde that have developed robust social registries with interoperability features across sectors. In this context, the development of adequate communication and outreach content is key to ensure effective engagement of internal and external partners and beneficiaries, translating technical concepts, to communicate the vision and mission of the Joint Programme and inform of the impact this JP can achieve at the national level. Ensuring proper visibility, will contribute to foster cross-sectoral collaboration among different stakeholders and to mobilize additional funding from multilateral partners.
How can you make a difference?
Objective:
The overall objective of the assignment is to development of high-quality visual materials, outreach brochures and policy notes, including but not limited to graphic designing, development of infographics, and illustrating several strategic documents based on the target audience to be addressed (beneficiaries and policy makers, legislators, local authorities, community leaders, thoughts leaders, media, parents, teachers, care workers, and children) to support the effective communication and outreach of the JPs potential impact and expected outcomes.
Specific tasks:
Under the supervision of the JP’s Programme Coordinator and in close interaction with the JP’ participating agencies (ILO, UNDP, OMS, UNICEF), the consultant will be responsible of using their expertise and state of the art software and hardware to provide design services and produce high quality products according to UNICEF needs, including:
- Designing brochures, newsletters, fact sheets, briefing notes, and other such publications to support the JP to communicate their expected goals and potential in the most effective and compelling way;
- Design infographics, data visualization and fact graphs for print and/or digital platforms, and UN agencies intranet and social media platforms (Facebook; Twitter; Instagram) to raise awareness on the importance of the JP to expand the social protection system and provide access to vulnerable families to basic services and social protection schemes.
- Design and layout PowerPoint presentations, as requested.
- Identification of innovative communication channels to deliver the messages using communication means and tools that are fit for purpose and adapted to the target groups
- Source quality and suitable photo and videos from the UN agencies communications focal points to develop content
- Develop videos and spots for the national TV and Radio
- Produce texts, blogs, and audio-visual messages on human-interest stories, based on key achievements and implementation of JP to showcase the results achieved and the expected results to beneficiaries and donors

Methodology and technical approach
The applying consultant should have proven successes with both public or private sector and should have a team assembled or individual that covers the necessary areas of outreach, communication, graphic design and video production services in order to work quickly and skillfully.
Constant communication must also be maintained between the Joint Programme’s Coordinator and the participating agencies (UNICEF, ILO, PNUD, OMS) and the company until the product is finalized. Depending on the needs for the production, listed is the expertise requested:
- Developing high quality graphic design for online and print materials in the area of SDGs, social policy, and international development
- Graphic designer must have the most up to date skills and equipment should be top of the line.
- Preproduction: working with UNICEF, ILO, PNUD, OMS to understand communication needs and develop and execute creative concepts that cover these needs.
- Understanding new trends in the design realm: must be demonstrated throughout the companies.
- Creative, brand building ideas.
- Experience with social communication with vulnerable families, social protection programmes and implementation of the SDGs
Duration of the assignment:
Three months, extendable depending on performance, project needs and budget availability
Type of contract and Remuneration
Payment will only be made for work satisfactorily completed and accepted by UNICEF. Please note that as this is a mission to be carried remotely, UNICEF does not cover travel costs or offer office space. Progress will be measured with the focal point through regular meetings.
To qualify as an advocate for every child you will have…
- Proven work experience (at least 5 years of experience) in Communication for Development, and/or communication and message designing
- Proven professional and high-quality portfolio (of the last 3 years) of graphic design and layout of graphic production from start to published/printed product of awareness raising material developed for sustainable development thematic, preferably working on social policy and poverty reduction;
- Proven expertise and experience in strong theoretical and practical background in graphic design, including the use of cutting-edge design software. Show a clear and mature style of design. Good understanding of and use of new and evolving technologies, digital platforms for production (of communication products) and social media.
- Experience in developing high quality awareness raising videos in the developing sector for a broad range of audience, including vulnerable families and national institutions is highly desirable
- Experience working with UN agencies and International Organizations would be desirable.
- Have the ability to work under pressure, open to input/scrutiny and respect for tight deadlines.
- Languages: Oral and written proficiency in both English and Portuguese
