ADVERT: Individual Contract (Maldivian National) Consultant for establishment and strengthening of Community Social Groups (CSGs).

Background & Purpose:

The Community Social Groups (CSG) work towards the promotion, protection and fulfilment of human rights; to ensure a safer society through ensuring the full and equal enjoyment of human rights and fundamental freedoms guaranteed by the Maldivian Constitution and the international conventions and treaties to which the Maldives is a party to.

The primary focus of the community social group (CSG) is to provide a multi-sectoral and coordinated response to emerging vulnerabilities in communities, with targeted attention given to women and young girls, children, elderly and people with disabilities. The work done by CSGs is based on the fundamental belief that a safer and more connected community is formed by empowering the community and its people to address their own needs. A key element of CSGs is to work together to increase the responsiveness of institutions, service providers and organizations to meet the needs of vulnerable individuals, families and communities

The CSG comprises of members from the social service sector covering: Health, Education, Social Workers, Police, Local Councils (Atoll Councils, City and/or Island Councils), National Drug Agency, Women's Development Committees and Non-Governmental Organizations working towards the prevention of violence against vulnerable groups.

Main objectives:

The purpose of this assignment is to support the Ministry of Gender, Family and Social Services (MoGFSS) to strengthen the existing CSGs and to establish new CSGs in the island communities where they do not exist, in addition to identify and strengthen the capacity of the local councils to lead the CSGs and community level support to the vulnerable groups.

Major Deliverables for the Consultancy:

  • Establish and/or strengthen CSGs in all islands
  • Strengthen capacity of the local councils
  • Research into push and pull factors making families vulnerable to violence

Deliverables / End product:

With guidance from MoGFSS and UNICEF the consultant will undertake the following major tasks:

  1. Establishing and/or strengthening CSGs at island and/or city level
  2. Strengthen capacity of the local councils to lead the CSGs
  3. Lead research into risk factors pulling and pushing families to be vulnerable to violence

Tasks and Deliverables:

Establishing and/or strengthening CSGs and strengthening Local Council Capacity

Task:****Deliverables:1. Review the current status of the CSGs established in the 7 atolls. 2. In consultation with the stakeholders develop a rollout plan for the establishment of new CSGs, strengthening of existing CSGs and the capacity building of the local councils.

  • Draft schedule
  1. Review and finalize the CSG Handbook.
  2. Review and update the current CSG training module(s).
  3. Develop online training module.
  4. Adapt or develop training materials and resources.
  5. Develop training modules and materials for training/orienting the local councils.
  • Revised Handbook

    1. Deliver (on-line/face-to-face) trainings to establish / strengthen CSGs and for strengthening capacity of local councils.
  • Training s delivered to selected atoll/islands as per training schedule

  1. Coordinate CSG programme(s).
  2. Coordinate and hold regular CSG Technical Working Group meetings.
  • Coordination meetings held as per agreed schedule

Leading research into risk factors pulling and pushing families to be vulnerable to violence.

  1. Lead the research to identify risks at community level making individuals and families vulnerable.
  • List of island specific factors making families vulnerable identified.

    1. Working together with the CSGs map the at-risk-individuals/families at community level.

    2. Together with the CSG-TWG support the CSGs in identifying and implementing programmes/ interventions/ activities, including awareness and educational programmes, to address the vulnerabilities of individuals and families.

  • Mapping of the islands completed as per schedule

  • Agreed programmes delivered as per schedule

    1. Develop reports, briefs including press briefs, working papers, presentations, and advocacy notes as and when necessary.
  • Monthly briefs

  • Working papers and advocacy noted on emerging/issues identified through the mapping and research
  • Presentations prepared for agreed audiences
  1. Monthly progress reports
  • Monthly progress report submitted to UNICEF

*Note: Soft and hard copies to be submitted to UNICEF. Payments will be disbursed against acceptance of products, and against accepted deliverables and on acknowledgement of the receipt of the deliverables.***Duty station:** The consultant will be based in the Ministry of Gender, Family and Social Services, in Male', and UNICEF on an agreed schedule with travel to other islands as a primary part of the assignment.

Supervisor: Programme Specialist - Child Protection, Child Rights and Gender, UNICEF MCO.

Estimated duration of contract: 11.5 months, with the possibility of extension.

Official travel involved: Frequent travel expected, when possible. Consultations and trainings to be delivered virtually if and when travelling Is not possible.

Qualifications or specialized knowledge and/or experience required

Following qualifications and /or specializations is required to be selected for the consultancy.

  • A University undergraduate/graduate degree in social sciences or related field.
  • Professional work experience, in the development sector
  • Work experience in the area of training
  • Experience of working with communities in the Maldives
  • Knowledge and experience in development of modules, organization, and facilitation of training and workshops.
  • Ability to work independently, demonstrate initiative,
  • Proficiency in communication skills in Dhivehi and English
  • Ability to organize, plan and coordinate activities within an agreed timeframe in a pro-active manner
  • Proven ability to work in teams as well as independently.
  • Demonstrable understanding and experience related to work within the Maldives especially at the community level is desired
