This consultancy will support in navigating through the intricate landscape of year-end closure, striving not only to meet but to excel in fulfilling these paramount priorities. This role will fortify the team and help address these challenges with unwavering efficiency and ensure seamless operations during this critical period.

How can you make a difference?

UNICEF Supply Division, Services Contracting center based in Budapest is seeking an experienced consultant to support the Learning, Capacity Development, and Operations Management team (LCD OMS). Under the general guidance of the Contracts Specialist, the consultant is responsible for the prioritized procurement and contracting processes, including sourcing, solicitation, contract implementation and management, and procurement processes for long-standing requests for various categories of services focusing on learning, capacity development, operations, and management unit needs for various divisions.

Tasks and related deliverables:

1. Review of Terms of references, requests from client Divisions and other required documentation to ensure quality and adequacy of information before proceeding with contracting process.

Deliverable: ToRs and requests reviewed and managed through solicitation, evaluation and contracting.

2. Prepare Requests for Proposal in VISION, advertising through the e-tendering platform, manages the solicitation and coordinates the evaluation with Divisions in a timely manner and as per the procurement principles.

Deliverable: Requests for Proposal issued and managed through solicitation and evaluation process.

3.Draft and issue Contracts, ensuring Contracts are signed in a timely manner and all documentation is properly filed in Vision and SharePoint. And providing contract administration support.

Deliverable: Contracts issued in a timely manner and amendments made as needed

4. Make recommendations for finalization of contracting processes and award of contracts and drafting of Contract Review Committee Submissions depending on the value.

Deliverable: CRC submissions prepared in a timely manner

5. Support negotiation of contract terms and conditions as applicable and seek support from the Legal Advisor’s office as necessary.

Deliverable: Legal negotiations successfully finalized

6. Initial focus will be specific Procurement Case Manager (PCM) requests in consultation with the contract specialist.

Deliverable: PCM completed.

These deliverables are expected to be completed within 2 months. The consultant will be paid based on the financial quotation and satisfactory performance.

To qualify as an advocate for every child you will have…

  • A first university degree (Bachelor's or higher) in business administration management or other field related to procurement, contracts/commercial law, economics or related field.
  • A minimum of two years of relevant and professional work experience in procurement/Contracting of services.
  • Experience working with SAP system required (Vision logistics module is highly desirable),
  • An understanding or working knowledge of the UN or similar organization/NGO is an added advantage.
  • Experience with worldwide procurement contract negotiations and administration combined with broader economic knowledge and/or directly related technical fields.
  • Excellent communication and interpersonal skills.
  • Fluency in English; working knowledge of another official UN language, especially French, is desirable.

1. The consultant will need to provide a letter of motivation, along with a financial quotation for the 2 month consultancy.

2. The consultant is to provide details for 3 referees (ideally previous technical supervisors).

3. A copy of highest educational degree.

Note: Candidate will be assessed based on technical knowledge (80 %) and financial offer (20 %).

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
