Scope of Work

UNICEF recently signed its new Country Programme of Cooperation with the Government of Mozambique (CPD) for the period 2022-2026. The CPD aims at supporting Mozambique to accelerate efforts towards achieving the targets of the 2030 Agenda for Sustainable Development and meeting its commitment to respect, protect and fulfil the rights of children, in line with the Convention on the Rights of the Child (CRC) and the Core Commitments for Children in Humanitarian Action (CCCs). One of the core priorities of the CPD is to respond to a triple crisis that Mozambique is facing resulting from the COVID-19 pandemic, climate change and armed conflict in Cabo Delgado.

The Country Programme of Cooperation concentrates its downstream interventions on the four provinces of Sofala, Zambezia, Nampula, and Cabo Delgado to deepen integrated and triple nexus programming—humanitarian-development-peacebuilding. This prioritization is based on the recommendations of the evaluation of the previous five-year cycle 2017-2021, highlighting the need for greater programmatic and geographic prioritization and convergence to achieve results for children at scale.

Pillar number 4 of the CPD aims at ensuring that ‘Every child, including adolescents, has access to safe and equitable water, sanitation and hygiene services and supplies’. The water, sanitation, and hygiene (WASH) needs in Mozambique are significant. The Joint Monitoring Program (JMP) estimates that in 2020, 30 percent of the population was practicing open defecation and 45 percent had access to unimproved sanitation services in rural areas. Access to sanitation demonstrates large inequities with the poorest 20% of the population being 49,5% practicing open defecation against only 2% of the wealthiest 20% of the population (JMP, 2021). Overall, it is estimated that poor sanitation costs Mozambique US$124 million each year (WSP, 2012). Achieving the SDG Target 6.2 by 2030 in Mozambique will then require significant efforts and investments from the Government of Mozambique (GoM) and partners. To accelerate results towards the achievement of the SDGs, the GoM recently approved the National Rural Sanitation Strategy (2021-2030) which aims at eliminating open defecation and achieving universal access to basic sanitation by 2030 using Community Led Total Sanitation (CLTS) as the core approach.

UNICEF is willing to recruit one consultant for a four-months period to support the implementation of the Sanitation programme in Nampula province, also providing support to the other key aspects of the UNICEF WASH Programme when necessary (Water supply, WinS, WinHCF, emergency response). The consultant will report to the chief of field offices and to the Sanitation Manager P4 based in Maputo. Technical support will also be provided by the WASH Specialist (Water Supply) P4 based in Maputo when relevant.

Objectives and Expected Results

The WASH consultant will support the management, implementation, as well as monitoring and evaluation of the WASH programme, with a strong focus on sanitation but also overseeing the other aspects of the WASH programme such as WinS, WinHCF, Water supply, as well as emergency response and preparedness depending on the needs at provincial level. The consultant will specifically support the development of:

• a new multisectoral EU-funded programme in Nampula province including leading procurement process for PEC contractors.
• the market-based sanitation portfolio in rural and urban areas.

Description of the Assignment

Tasks

More specifically the consultant is expected to:

• Monitor and report on the use of sectoral programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
• Provide technical guidance to government partners, private companies, PEC contractors to ensure implementation is completed to high standard in both rural and urban areas.
• Prepare sectoral progress reports for management, donors, and partners.
• Actively monitor UNICEF-supported activities through field visits, surveys, and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions.
• In coordination with Nutrition and SBC sections, contribute to the definition of a new EU-funded multisectoral programme.
• Provide technical and operational support to government counterparts, NGO partners, UN system partners and other country office partners/donors on the application and understanding of UNICEF policies, strategies, processes and best practices in WASH in Institutions, to support programme implementation.
• Contribute to the definition of the implementation strategy and investment plan of any potential new funding.
• Support Government and partners at national and decentralized level in the identification and analysis if risks, and their impact over WASH services, and put in place preparedness and contingency mechanisms to ensure UNICEF is prepared to deliver on its commitments for WASH in case of an emergency.
• Contribute to the coordination arrangement for humanitarian WASH to ensure robust coordination in case of an emergency.
• Take up support roles in a WASH emergency response and early recovery, including Infection Prevention and Control related activities, especially in the context of epidemics, as and when the need arises.
• Provide technical and managerial support to Government for the establishment and operation of intersectoral coordination mechanisms, for the development of strategies, plans and overall coordination of WASH related interventions, and their incorporation within related strategies and plans.
• Maintain close working partnerships with government counterparts and national stakeholders through active sharing of information and knowledge to facilitate programme implementation and build capacity of stakeholders to achieve WASH results.

Deliverables, timelines, and payment schedule

• The total duration of this assignment is 4-months starting the 1st of February. This is expected to be a full-time position.
• Deliverables are monthly reports detailing the activities implemented over the reporting period, challenges faced and mitigation measures, as well as key priorities for the next month including expected payments to partners.
• Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will make reference to the contract reference and deliverable number. Payments will be approved by the Sanitation Manager.

Project Management

The consultant will be supervised by the Sanitation Manager.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

Qualification Requirements

UNICEF is looking for an individual consultant to perform this assignment.

The consultant must demonstrate the following:

• Bachelor degree, in one or more of the disciplines relevant to the following areas: development studies, WASH or sanitation and hygiene, public health, or economics and social sciences;
• Minimum 5 years of relevant work experience in the WASH Sector;
• Past experience with UNICEF;
• Excellent understanding of sanitation issues;
• Portuguese mandatory;
• Fluency in written and oral English
• Sensitivity to cultural and political issues.
• Integrity and respect to all stakeholders;
• Ability to perform several tasks in a timely manner with a focus on quality
