UNICEF has been providing technical and financial assistance to scale up and strengthen the Comprehensive Nutrition Specific Interventions (CNSI) training package throughout the country. The CNSI training package for health workers and FCHVs will support to strengthen the IYCF counselling and GMP by building their capacities and developing the skills. Still the IYCF counselling and GMP practices are far from optimum. Similarly, with UNICEF technical and financial assistance Mother- Baby Friendly Hospital Initiative (MBFHI) is ongoing in different federal and provincial hospitals and there is a plan to expand this initiative to an additional hospital. Similarly, there is plan to initiate the capacity building of the maternity staff on breastfeeding counselling, scale up the CLMC/LMU.

Simplified approach for the treatment of MAM and SAM has been initiated and family MUAC pilot program has been completed. It is in the scale up phase. School based adolescent nutrition programming is being piloted and has a plan to initiate the MMS Implementation Science Research support to FWD. SBC is a focused area where more efforts will be used to strengthen the SBC component. Disaster risk reduction and nutrition in emergencies is another area of work supported by UNICEF and led by the nutrition section of FWD who is lead of the federal level nutrition cluster and supports the seven provincial nutrition clusters. Nutrition information and logistics management in humanitarian and development situations are key areas under the support. Similarly, systems approach to nutrition is an emerging area where support is required to strengthen the different systems to improve the nutritional status.

For the development of annual workplan and budget (AWPB) on nutrition specific interventions, UNICEF has been providing technical as well as onsite support to the nutrition section of FWD every year. UNICEF has been providing nominal financial support through DCT to FWD to implement the nutrition specific interventions. UNICEF has also been facilitating both FWD and Management Division for the procurement and supply of nutrition commodities from the government resources and information management.

How can you make a difference?

The objective of this consultancy is to provide focused and intensive technical support to the Nutrition Section of Family Welfare Division, Procurement and Supply section and HMIS section of Management Division of DoHS/Ministry of Health and Population to ensure effective implementation of comprehensive nutrition specific packages, quality reporting on progress and program performance.

Specific Tasks:

The Nutrition Consultant will provide technical assistance to Nutrition Section, Family Welfare Division/DoHS to perform the following tasks:

• Technical support to build the capacity of Family Welfare Division for the Nutrition in Emergency preparedness, response and cluster coordination.
• Technical support to health workers and FCHVs on nutrition specific interventions
• Support to strengthen and expand OTCs by Local level and NRH by the federal and provincial level hospitals
• Build the capacity of Nutrition Section/FWD to maintain the quality of the CNSI training package for health workers and FCHVs.
• Support to develop a framework for action to accelerate progress in preventing and managing child wasting based on the “Global Action Plan on Child Wasting”.
• Support for designing and implementation of SBC related activities on Nutrition
• Build the capacity of NuTEC to prioritize activities based on evidence
• Support Management Division in the analysis and interpretation of DHIS/ IHMIS and e-LMIS
• Support training events related to nutrition commodities management in central and provincial warehouses.
• Support to nutrition section of FWD coordinate with Ministry of Health and Population, NHEICC, Management Division (Supply and Logistics Section and HMIS Section), NHTC and relevant other stakeholders for HMIS reporting and supplies.
• Support to nutrition section, FWD to coordinate with NPC/MoFAGA/MOEST and other nutrition partners and UNICEF Field offices for the planning, implementation, and monitoring of the nutrition specific interventions including nutrition in emergency.
• Ensure effective and efficient communication and coordination with all three tiers of Government in nutrition programme in coordination with the Family Welfare Division, MoFAGA and NPC.
• Support FWD to manage nutrition commodities by coordinating with all three level of Government
• Technical support to nutrition section, FWD with relevant institutions and stakeholders to develop SBC messages for nutrition interventions
• Support to nutrition section, FWD to coordinate in organising the maternal micronutrient supplementation (MMS) related meetings and Nepal National Micronutrient Survey with all concern stakeholders.
• Support to nutrition section, FWD to coordinate in organising health sector action plans and guidelines on nutrition with special focus to Vitamin A, IFA, MNP and IDD action plans with all concern stakeholder
• Support Nutrition Section/FWD to prepare the Annual Work Plan and Budget of nutrition specific interventions based on the Action Plan of National Nutrition Strategy 2077.
• Technical support to nutrition section, FWD to generate supply status of nutrition commodities and discuss with concerned authorities of federal and province levels to address the issues
• Technical support to generate evidence on barriers and bottleneck of MNP program
• Technical support to nutrition section, FWD to implement surveys, studies, research that are undertaken by FWD e.g., formative research, implementation science research, Micronutrient Status Survey etc
• Support FWD to develop/strengthen the reporting mechanism of the implemented activities from local levels and provinces
• Technical support to nutrition section, FWD to analyse, interpret and report the DHIS-2 data and e-LMIS data monthly and provide support to FWD for required actions

Duration of Contract: The total duration of the contract is for 12 months.

31st December 2024 To qualify as an advocate for every child you will have…

• University Degree in nutrition, public health nutrition, food and nutrition, nutritional epidemiology, global/international health and nutrition, health/nutrition research, nutrition policy and/or management, or other nutrition related science field is required.
• A minimum of five years of professional experience in nutrition policy, public health nutrition, nutrition planning and management and/or in relevant areas of maternal, infant and child health/nutrition care.
• Experience in health/nutrition program/project development in UN agencies or organization and experience working with health sectors and relevant partners including Nutrition Section of Family Welfare Division of Ministry of Health and Population, Development partner and CSOs will be considered as an asset.
• Special skills: Familiarity with the child nutrition, adolescent and maternal health and nutrition issues in Nepal, skills in program planning and documentation, supervision and monitoring and technical backstopping in the program planning and health/nutrition policy, familiarity with the nutrition related training in health and nutrition sector, excellent skills to develop annual workplan and budgets (AWPB) of Government of Nepal, excellent communication and coordination skills, analyzing, negotiating, communication and advocacy skills, Good data analysis and database management skills, Good documentation and report writing skills and Fluency in English and Nepali
