UNICEF Bosnia and Herzegovina country programme for 2021–2025 results and strategies are fully aligned with the 2030 Agenda for Sustainable Development, as outlined in the emerging SDG Framework in Bosnia and Herzegovina, and the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2021–2025. The country programme will also contribute to the achievement of priorities expressed in: (a) the Action Plan for the Implementation of Priorities from the European Commission Opinion and Analytical Report; (b) the “Joint Socio-Economic Reforms for the period 2019–2022’’; and (c) the human rights commitments of Bosnia and Herzegovina and the related treaty obligations, in particular the Concluding Observations of the Committee on the Rights of the Child. Consultations with government counterparts, civil society, academia, the private sector and young people informed the scope of the country programme.

The vision of the proposed country programme is that all children in Bosnia and Herzegovina will benefit from an equitable realization of their rights to health, education, protection, and participation, overcoming the existing bottlenecks and in line with the Sustainable Development Goals. The Theory of Change is that children will have more chances to survive, thrive and develop to their full potential if more children, from birth through adolescence, enjoy greater access to and use of strengthened service-delivery systems in health, nutrition, early childhood development, inclusive education, social protection, care and justice systems, and if parents and communities are enabled to fulfil children’s rights through positive social norms and practices.

How can you make a difference?

The purpose of the assignment is to provide technical support to 8 target locations of SDG2BiH project as relates to implementation of grants to support social inclusion of the most vulnerable groups, in a close cooperation and coordination with UNDP and UN Women.

Scope of Work:

• Closely collaborate with UNDP and UN Women and local multisector stakeholders in 8 target locations (Jablanica, Posusje, Novo Sarajevo, Gradiska, Teslic, Trebinje, Laktasi and Bijeljina) in the implementation of grants on social inclusion
• Provide on-site technical assistance to partners in 8 target locations, primarily Centers for Social Welfare and local authorities, in the development of situation assessment and evidence-based grant schemes to support the social inclusion of the most vulnerable groups, in line with Leave No One Behind principle
• Conduct capacity building activities to local partners on social protection and inclusion programmatic areas (social services development, social entrepreneurship, integrated case management) as well as project cycle management
• Facilitate multisector meetings and mobilization of wider community partners to contribute to sustainability of actions and raise awareness of local partners on SDGs as relates to social protection
• Assist local partners in preparing project documents, budgets and administering funds in accordance with UNICEF’s rules and regulations
• Follow up on financial reporting and proper utilization of funds
• Monitor the implementation of activities, initiate corrective actions as needed and provide progress reports
• Ensure visibility and provide inputs to donor progress and final reports
• Participate in the inter-agency meetings and prepare inputs as require

To qualify as an advocate for every child you will have…

• Advanced University degree in Social Sciences
• Experience: Minimum 5 years of relevant work experience at local governance level in the area of social inclusion
• Knowledge of Social Sciences (Social Polices, Social Protection)
• Experience in working in Human Rights sector
• Ability to work independently, with minimum supervision and as part of a team
• Demonstrated ability to work in a multi-cultural environment and establish harmonious and effective working relationships
• Strong writing and communication skills required.
• Knowledge of Sustainable Development Goals, social protection, social welfare, and/or previous experience with UNICEF
• Ability to analyze documents, gather information from key stakeholders and synthesize into succinct format
• Knowledge of English and BHS language required

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
