Background

The United Nations Development Programme (UNDP) in India, acting as an implementing agency of the Global Environment Facility (GEF), is developing a full-scale project on " Accelerating adoption of super-efficient technologies for sustainable comfort in buildings in India. The Project concept (Project Initiation Form) was approved by the GEF during its 58th Council meeting held in June 2020. As a next step, the concept needs to be developed into a full-scale project document as per the GEF requirements. During this phase (which is called PPG in GEF terminology), a group of consultants are being hired for different aspects of the project development. Through this call, UNDP intends to hire an expert on building design and cooling who will work in close consultation with the Team Leader and will be responsible for all technical inputs related to buildings, its design, ECBC codes, cooling and market linkages on technologies.

Duties and Responsibilities

he Team Leader will work very closely with the Project Documentation Consultant who will help the Team Leader in producing the project document as per GEF and UNDP guidelines with information received from the PPG team.

The Team Leader in collaboration with other PPG Team members, will lead the PPG process, research, field mission, project design development and the preparation of the ProDoc/GEF CEO Endorsement Request package, taking a lead on the aspects related to building energy efficiency. The assignment will involve extensive consultations with relevant stakeholders including, UNDP staff, as well as government officials and NGO representatives, both in person and remotely. Travel to conduct stakeholder consultations will be required to the cities identified in the PIF to meet and consult officials and local organizations, and potential partners of this project. Overall oversight of the consultant and his/her work will be provided by the UNDP along with the national government.

Deliverables

  1. Management of the GEF PPG Team
    1. Define and submit a detailed methodology and work plan in consultation with the other consultants with clear delegation of responsibilities for the International Consultant (IC) and National Consultants (NCs);
    2. Ensure that project development is participatory, gender-responsive and based on extensive stakeholder engagements; and
    3. Verify and ensure that all project components are technically sound and cost effective.
  2. Preparatory Technical Studies and Reviews (Component A): With inputs from the other consultants, as detailed in their respective TORs:
    1. Compile baseline/situational analysis for the full-size project (FSP). This will include a precise definition of baseline projects, activities, budgets, goals and co-financial links to GEF outcomes; definition of GEF incremental value per outcome and output; and presentation of results of the incremental cost-analysis in matrices as appropriate;
    2. Lead and oversee the stakeholder analysis and consultations, with support from national consultants, and ensure that they are complete and comprehensive including consultations with the private sector;
    3. Conduct/oversee the identification of the project sites, with documentation of selection criteria;
    4. Lead and oversee the identification of opportunities for private sector engagement and co-financing;
    5. Ensure the preparation of partner capacity assessments and discussions on management arrangements early in the PPG process;
    6. Oversee the consultations with partners regarding financial planning; and
    7. Ensure completion of any additional studies that are determined to be needed for the preparation of the ProDoc and all other final outputs.

  3. With support from Project Development Consultant formulate ProDoc, CEO Endorsement Request and Mandatory and Project Specific Annexes (Component B): With inputs from the other national and international consultants, as detailed in their respective TORs, and based on international best practice:
    1. Develop, present and articulate the project’s theory of change;
    2. Develop the Results Framework in line with UNDP-GEF policy;
    3. Develop a detailed Monitoring and Evaluation Plan and Budget;
    4. Oversee and ensure the preparation of a Stakeholder Engagement Plan;
    5. Prepare the required GEF Core Indicators;
    6. Secure and present agreements on project management arrangements;
    7. Ensure the completion of the required official endorsement letters; and
    8. Synthesize all analyses, studies, etc. that are prepared under Components A and B to produce the draft UNDP-GEF ProDoc, GEF CEO Endorsement, and all mandatory and project specific Annexes, using the required templates.
  4. Validation Workshop (Component C):
    1. Lead the validation workshop to present, discuss and validate the final draft ProDoc and mandatory and project specific annexes, with a special focus on the SESP and any management plans;
    2. Oversee all necessary revisions that arise during the workshop; and
    3. Ensure completion of Validation Workshop Report.
  5. Final Deliverables:
    1. Consolidation of all technical and consultation inputs and comments including from national stakeholders, UNDP, GEF Secretariat, STAP and GEF Council, into a well written and concise UNDP ProDoc with all required sections and Annexes, in line with the standard UNDP-GEF ProDoc template and annotated guidance;
    2. Completion of the GEF CEO Endorsement Request;
    3. Finalized SESP (and stand-alone management plans as required);
    4. All documentation from GEF PPG (including technical reports, meeting minutes, etc.); and
    5. Validation Workshop Report.

Competencies

Technical Skills

  • In-depth knowledge of environmental and climate change related concepts, theories, policies and practices.
  • Good understanding of current issues related to climate change and environment at the national and sub-national level.
  • Adequate experience in multi-Ministry project management on climate change/environment.
  • Hands-on experience in design, formulation, implementation, monitoring and evaluation of climate change projects.

Management skills

  • Demonstrated skills in building, mobilizing, and leading multi-disciplinary teams
  • Ability to guide the Project Management Unit in developing and implementing the project.
  • Ability to lead consultative meetings at national level with partners and senior stakeholders to identify priorities and manage the timely delivery of project activities.
  • Reliable in delivering own parts of the work as part of a team effort

Communication Skills

  • Good facilitation and communication skills
  • Ability to carry out research and communicate strategic pieces that guide decisions on strategic programme directions
  • Tailors and presents information to diverse audiences using a variety of communication delivery methods (e.g., written, electronic, oral, interpersonal, Documentation)

Required Skills and Experience

Educational

  • BE/B.Tech or Masters in energy studies;

Experience

  • Minimum of 10 years of demonstrated experience relevant to building energy efficiency issues at the national level;
  • Minimum 7 years of experience on issues related to energy efficiency policies of national and state level.
  • Should have worked in the past with Bureau of Energy Efficiency directly or indirectly through a project.
  • Full proficiency in quality written and spoken English required;
  • Experience of working or developing GEF funded energy projects will be an advantage.

Language Requirements:

He/she will need to have excellent inter-disciplinary, writing and communication skills. He/she should be bi-lingual in Hindi and English and be proficient in use of computers

Evaluation Method and Criteria

The consultant would be selected based on the following criteria:

Technical: 70 points

Financial: 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. Criteria for Technical Evaluation would be as under:

Educational Qualification - 20 Marks; Relevant Experience - 35 Marks; Suitability for the assignment - 15 Marks.

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for professional fee for tasks specified in this announcement.

Financial Criteria: (30% of the total evaluation) based on the total all-inclusive lump sum amount for the professional fee for tasks specified in this announcement

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.

Documents to be submitted by Consultants

  1. Updated and signed P-11 form for ICs
  2. No Financials (Daily Fee) to be submitted at this stage
