Purpose of Activity/Assignment:

Under the supervision of the Child Protection Specialist the consultant will support the Ministry of Justice on their program to improve the situation of children deprived from liberty, support the justice processes in promoting diversion and alternative to detention for children in conflict with the law and facilitate resuscitation and roll out of a juvenile diversion programme for children in conflict with the law in five provinces by: Identifying and qualifying opportunities for modalities for the execution of preventive measures to children in conflict with the law within the legal framework; Identifying and qualifying possible way forward; Advise based on the best practices.

The consultant will be responsible to support the Ministry of Justice department of Human rights and other relevant stakeholders to resuscitate the Maputo Pre Trial diversion programme and promote diversion and alternatives to detention for children in conflict with law in Mozambique; in addition to developing strategies for prevention for children at risk, reintegration of children who are in conflict with the law and recidivism reduction by undertaken the below activities:

1) Reactivation of the diversion stakeholders’ meetings;

2) Develop strategies for prevention for children at risk;

3) Undertake mini assessment of the current status of the Maputo pre trial diversion pilot;

4) Provide technical support to develop revised stakeholders MOU/SOP on pre-trial diversion;

5) Organize high level pretrial diversion programme official launch.

6) Guide the municipality team in reintegration of children who are in conflict with the law and recidivism reduction Juvenile Justice.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in in Social Work, Law, International Relation
  • At least 10 years professional experience in the area of Child Protection and Justice for Children
  • Strong experience in conducting drafting guidelines
  • Solid experience in lecturing justice for children
  • 10 years specific experience in implementing municipality-based projects on juvenile justice, i.e. alternative measures to imprisonment for children in conflict with the law;
  • Fluent written and spoken Portuguese;
  • Professional experience in Mozambique and/or Portuguese-speaking country is an asset;
  • Command of written and spoken English.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
