Background

India’s performance on the SDGs holds the key to global SDG achievement. Given the federal structure of India, state governments are key to India’s progress on the SDG agenda, as they are best placed to put people first and ensure that no one is left behind. State and local governments also play a pivotal role in implementing centrally sponsored flagship programmes. UNDP in India has an impressive footprint across all the States.

UNDP in India is moving to an integrated, collaborative business model. The vast population, uneven development and geographical makeup of the country, and the federal structure lend themselves to an empowered and decentralized field office structure. There is a strong need to strengthen state-level programming. Clearly, the UNDP in India now needs to have a clear strategy of working together at the sub-national level.

Furthermore, the new financing model of UNDP encourages government cost sharing, which cannot be done without new partnerships through new proposed developments. UNDP is regularly invited by the State Governments for technical support and developing new projects for Government partnership. In this regard, UNDP India is looking for a consultant to provide technical support to prepare SOPs for coordinated approaches to engage with the State governments, prepare proposals and region specific resource mobilization strategies.

Duties and Responsibilities

Objective:

The Consultant will provide technical support, develop and draft concept notes and proposals, and prepare work plans and reports for the State Outreach and SDG Integration Unit, UNDP India.

Scope of work:

Under the guidance of the Chief Advisor and in close consultation with the State team, the Consultant shall be expected to deliver the following deliverables.

Deliverable 1: Update the 2018 SOPs to strengthen further ‘ways of working between central and state offices and to establish mechanisms responsive to the new CPD. Review mission report, what is implemented and not and prepare updated strategy/roadmap aligned to 2023-2027 country programme. This should also include draft SOPs for enhancing coordination between programmatic units at the national and state levels.

Deliverable 2: Prepare a region-specific resource mobilization plan for Northeast and Central India.

Deliverable 3: Finalize and facilitate discussions and approvals for the Andhra Pradesh SDG Coordination Centre proposal, including extending technical support to the State government on SDGs

Deliverable 4: Draft proposals for a partnerships with two State governments on SDGCC.

  • Knowledge of Preparation of Policy Documents, Guidelines, reports etc.
  • Knowledge on developing project proposals, Log Frames, Work Plans etc.
  • Should have managed a team of 10 members.
  • High level of proficiency in the use of computers and office software packages (MS Word, Excel, etc.)
  • Cross-cultural communications, including English proficiency and ability to work in a bilingual environment (English and Kannada).
  • Time management and organizational skills required.

Schedule of Payment:

The Consultant will be eligible to claim the consultancy fees on satisfactory submission of the deliverable. Travel related expenses will be borne directly by UNDP.

Evaluation Method and Criteria:

The consultant would be selected based on the following criteria:

Technical: 70 points

Financial: 30 points

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation

Technical Evaluation:

Education: (20 per cent weightage)

  • Master’s Degree in one of the following disciplines: Public policy, finance, economic policy, business strategy, sustainability, or other related fields

Experience: (50 per cent weightage)

  • At least 10 years of experience of working in the development sector.
  • Experience of directly working with at least 2 State governments on SDGs.
  • Demonstrable experience of providing policy advisory support. UN/Government/Development Sector experience is preferred.
  • Demonstrable experience of multi-state and /or multi-country programme implementation.

Financial Evaluation (Total 30 marks)

Technically qualified consultants will be requested to submit their lump sum rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

  • Responsive
  • Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation

Language:

Fluency in written and oral English

Schedule of Payment:
