To improve learning facilities and dormitories of the targeted migrant learning centres (MLCs), the project will assist 17 MLCs across Mae Sot, Phob Pra, and Mae Ramad districts in Tak province. The initiative aims at upgrading various facilities, including classrooms, toilets, shower areas, kitchen spaces, and dormitories. The improvements encompass essential renovations such as roof repairs and the installation of water systems. **PURPOSE OF THE ASSIGNMENT** ----------------------------- UNESCO Bangkok is seeking the Individual Specialist to work closely with the UNESCO Project Team and Tak PESAO 2 to monitor the progress of the MLC’s learning facilities improvement and provide technical advice and recommendations to UNESCO Bangkok to ensure that the activities will be completed as planned. The Individual Specialist will be engaged in the project site visits to conduct spot checks from March to May 2024. **DUTIES AND RESPONSIBILITIES** ------------------------------- Within the framework of the Project, under the overall authority of the Director of UNESCO Bangkok and under the direct supervision of the responsible Programme Specialist in Education Sector, the Individual Specialist will provide technical advice and monitoring on MLC facilities improvements under the Project. More specifically, the Individual Specialist shall perform the following tasks: 1\. Assist Tak PESAO 2 and UNESCO Bangkok in reviewing the Bill of Quantities (BOQ) developed by specialist hired by Tak PESAO2, blueprints/plans, and contracts for the improvement of facilities in 17 targeted MLCs across five groups. Ensure alignment with Terms of Reference (TORs), criteria, and specified requirements. 2\. Provide training facilitation as required by UNESCO Bangkok: 2.1 Conduct at least one training session for MLC principals and teachers on monitoring MLCs' facilities improvement which will be carried by Tak PESAO2, working closely with Tak PESAO 2 and reporting to UNESCO Bangkok. 2.2 Provide capacity building to MLC focal points (principals and teachers) for effective monitoring, emphasizing adherence to improvement plans and specifications. Give technical guidance for accurate progress reporting in the governmental daily logs form. 3\. Provide expertise to address issues arising in MLCs' facilities improvement during the entire period of facilities improvement, including concerns raised by contractors and MLCs to UNESCO Bangkok. Analyze/Examine complex construction-related issues and provide technical solutions/formulate advisory recommendations to tackle the problems. Working closely with Tak PESAO 2, UNESCO Bangkok, and MLC focal points to address specifications, service delivery, and work quality matters. 4\. Monitor the progress of the MLC’s facilities improvement activities in collaboration with UNESCO Bangkok and Tak PESAO 2. 4.1 Lead at least two on-site spot checks to cover at all 17 targeted MLCs. 4.2 Support Tak PESAO’s Inspection Committee in ensuring that the work progress and delivered work meet the contract criteria and timeline as well as the minimum requirements prior to the Committee’s approval of deliverables. 5\. Provide technical recommendations to UNESCO Bangkok and Tak PESAO 2 to ensure the successful completion of MLC facilities improvement as planned. Long Description ---------------- In line with UNESCO’s overall gender mainstreaming strategy, the Individual Specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. In line with UNESCO’s policy of child protection and child safety, the Individual Specialist is expected to strictly adhere to the policy as well as to ensure prevention and response to violence, exploitation and abuse of children in all contexts. The Individual Specialist shall not take any photos or videos of the students at MLCs without an approval of Tak PESAO2/UNESCO Bangkok and the MLCs. In line with UNESCO’s policy of Protection from Sexual Exploitation and Abuse (PSEA), the Individual Specialist shall not engage in any sexual exploitation and abuse. The Individual Specialist acknowledges and agrees that UNESCO Bangkok will apply a policy of “zero tolerance” with regard to sexual exploitation and abuse under this procurement. **TIMETABLE AND DELIVERABLES** ------------------------------ Submit to UNESCO the following deliverables in Thai language: 1\. Facilities improvement workplan and draft monitoring checklist by 1 April 2024 2\. Training and capacity building outcome report including specific area of training/guidance provided to MLC principals and teachers by 30 April 2024 3\.
