Conduct research on legal policies regarding digital health for young people

You have:

• Advance Degree in Law, Social Sciences, Social work, Political Sciences, etc.
• 10 years and above of relevant experience at National and International level.
• Experience of conducting research work including report writing and scientific paper publications is preferred.

Background

With rapid advancements in technology around the world, many countries have made significant moves towards the digitization of healthcare. Digitization of healthcare allows for greater access to medicine and healthcare services for people who are currently excluded from the health system or face several barriers to accessing quality healthcare. In recent times, World Health Organization (WHO) has released guidelines on the use of Digital Health. Similarly, Government of India has released the National Digital Health Blueprint (NDHB) in November,2019 to establish infrastructure for core digital health data, create a system of Electronic Health Records based on international standards, establish data ownership pathways, and develop multiple digital health systems spanning across from wellness to disease management. Young people have unique needs for healthcare that can be addressed through digital health systems, especially since those aged 15-18 years are frequent and enthusiastic users of technology. Some of the common barriers/challenges in Digital Health are consent, Privacy, data confidentiality, etc. This activity will aim to conduct a detailed scan of the legal environment and the regulatory policy and practices around Digital Health and Young People both in the International and Indian context.

Duties and Responsibilities

1. Conduct a comprehensive desk review of the National and International guidelines, legislations, policies and regulations around Digital Health and Young People.
2. Conduct stakeholder’s consultation meetings and Focus group discussions to ensure in-depth understanding of the issues/challenges.
3. Prepare a detailed report on the activity including recommendations on addressing Legal barriers and on creating enabling environment where human rights are ensured.
4. Prepare a scientific paper for publication in a peer-reviewed journal.

Required Skills and Experience

Qualification and Experience:

• Advance Degree in Law, Social Sciences, Social work, Political Sciences, etc. with 10 years and above of relevant experience at National and International level. Experience of conducting research work including report writing and scientific paper publications is preferred.

Criteria for Assessment of Proposal

Technical Proposal (70%)

• Expertise and experience of the Individual in conducting similar Legal Policy and research work in the field of Public Health (40 marks)
• Appropriateness of the proposal to the Condition, compliance with specifications and Timeliness of the Implementation Plan (20 marks)
• Experience of the Individual in Preparing Technical reports and Scientific papers (10 marks)

Financial Proposal (30%)

To be computed as a ratio of the Proposal’s offer to the lowest price among the proposals received by UNDP.

Financial Proposal:

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.

1. Updated and signed CV/P-11 form for ICs
2. No Financials (Daily Fee) to be submitted at this stage

Note:

1. Any kind of miscellaneous charges i.e. internet, phone, relocation charges etc. would not be reimbursed.
2. Travel, lodging and boarding as per UNDP rules subject to prior approval
3. Individuals working with institutions may also apply, contract would be issued in the name of institution for the specific services of individual.
