Background

To improve the quality and relevance of training at priority Industrial Training Institutes (ITIs) and to increase the number of labor-market-relevant workers through short-term training in Uttarakhand, a World Bank funded project on Uttarakhand Workforce Development is being implemented by the state govt of Uttarakhand. The Country Partnership Strategy of World Bank Group, India expresses that it will contribute to the 12th Five Year Plan target of providing skills training to 400 million workers by 2022. The project will contribute to these objectives by supporting Uttarakhand to strengthen the delivery of skills and training programs to produce higher-quality workers with relevant market skills and increasing access. This state-level skills development project would also play a strategic role in the World Bank’s engagement in the skills agenda at the national level. An in-depth experience and lessons from Uttarakhand would inform the national level engagement and could also provide a demonstration effect. There would be close linkages and synergies between the proposed project and the national-level engagements.

The Uttarakhand Workforce Development Project (UKWDP) has the following three components. Components 1 and 2 use a Result-based Financing (RBF) approach using Disbursement-linked Indicators (DLIs), and Component 3 uses traditional expenditure-based financing. The 3 components of the project are mention below:

  1. Improving the Quality and Relevance of ITI Training, aims to

  2. improve the delivery of labor-market-relevant training and

  3. increase the number of graduates in labor-market- relevant trades from the ITI system.

It has the following subcomponents:

  1. Comprehensive improvement of quality and relevance of priority ITIs;
  2. Professional development of ITI teachers and staff;
  3. Strengthening industry linkages; and
  4. Institutional capacity development of the skills development system.

2) Increasing the number of Skilled Workers through Short-term Training, aims to increase the number of workers in the labor market who have been trained under nationally recognized market-relevant trades compliant with the National Skills Qualifications Framework (NSQF) through short-term training conducted by the Skills Development Mission (SDM).

3) Policy and Institutional Development and Project Management, consists of technical assistance (TA) and institutional capacity development activities to support the designing and implementation of

Components 1 and 2 activities and to enhance the administrative capacity of the GoUK’s skills, including the Department of Skill Development and Employment (DSDE), and the overall skills sector profile. It has the following subcomponents:

(i) Technical assistance for institutional strengthening; and

(ii) Monitoring and evaluation (M&E) and project management.

Under the World bank and UNDP Agreement on cooperation at the national level which has provision of Technical Assistance by UNDP in partnership with government under the Bank-Financed Projects, UNDP is providing support to the Department of Skill Development and Employment (DSDE) and Uttarakhand Workforce Development Project (UKWDP) as a technical support agency in hiring a team of professionals and provide capacity building support through trainings, workshops, exposure visits and Knowledge Management along with documentation of best practices. The team of professionals are supporting the project in implementation and monitoring of project activities. UNDP will also conduct capacity building trainings from time to time to strengthen the delivery of skills and training programs and to produce higher-quality workers with relevant market skills and increasing access. Mobilization of high-quality human resource within the Department of Skill Development and Employment and implementation of capacity building training plan of existing and newly recruited professionals leads to the achievement of the UKWDP objectives of improving the quality and relevance of training at priority Industrial Training Institutes (ITIs) and of increasing the number of labor-market-relevant workers through short-term training in Uttarakhand.

In addition to the technical support to UKWDP, UNDP is also providing support to the state government in implementation of the Skills Acquisition and Knowledge Awareness for Livelihood Promotion (SANKALP) scheme, which has been launched under the National Skill Development Mission (NSDM) of the Ministry of Skill Development and Entrepreneurship (MSDE) on 19th January 2018 to focus on district-level skilling ecosystem through convergence and coordination. This centrally sponsored Scheme has a six-year implementation period till March 2023. SANKALP aims to strengthen institutional mechanisms for skill development and increase access to quality and market-relevant training for the youth

The programme is aimed at strategically reforming the skill development landscape in India by strengthening institutions at the central, state and district levels. MSDE has been implementing many skilling programmes that can be broadly classified into long-term and short-term trainings. SANKALP will focus on strengthening short-term training programmes (usually with a duration of 3 to 6 months)[1] through greater decentralization of skill development governance (strengthening of district ecosystem) and improving quality and market-relevance of skill development programmes.

Duties and Responsibilities

In context of the above, IC-Project Coordinator Skill Development will be on boarded by UNDP State office to carry out the activities mentioned below

Deliverables: -

  • Support UNDP state office in project implementation, develop project reports, technical notes and concept papers as per the requirement of the project
  • Undertake government consultations for taking inputs., comments, recommendations and approvals of project activities
  • Monitor progress of the project activities, submit progress report on monthly, quarterly and annual basis and provide timely and quality analytical inputs to the State team.
  • Forge partnerships with various stakeholders including but not limited to relevant government departments, Industries Association, start-up/incubation centers, mentorship network etc on various aspects like capacity building of various stakeholders (community cadre, entrepreneurs), market support, technical assistance, technology support, enterprise management etc.;
  • Development of Request for proposals aligning with the technical requirements under the projects
  • Coordinate, monitor and review the progress of Technical Support Agencies working under projects.
  • Prepare terms of reference and work specifications for all contractors’ work and mobilize personnel, goods and services under the Project;
  • Prepare the annual work plan for the following year, as well as quarterly plans if required;
  • Initiate and coordinate outreach activities; conducts training workshops, seminars, etc.; makes presentations on assigned topics/activities;
  • Be responsible for preparing and submitting financial reports to UNDP as and when required.
  • Perform progress reporting to the Project Steering Committee (PSC) meetings
  • Guide the process for Identifying the key performance questions and parameters for monitoring project performance and comparing It to targets. Design the format for such performance reports;
  • Based on the work plans and budgets, guide Implementing partners in preparing their progress reports;
  • Review monitoring reports, analyze these reports terms of problems and actions needed as well as for impact evaluation and to Identify the causes of potential bottlenecks in project Implementation;
  • Prepare consolidated progress reports for project management to submit to the relevant platforms in accordance with approved reporting formats and timing;
  • Prepare reports on Monitoring & Evaluation findings, as required. working closely with financial staff technical staff and Implementing partners;
  • Undertake regular visits to the field as and when required to support project implementation
  • Any other task assignment by State Head UNDP

Competencies

Required Experiences, Competencies and Skills

  • Master’s degree or equivalent in Development Studies, Rural Development, Social Sciences, or closely related field.
  • Minimum of 3-5 years of demonstrable experience in writing and editing communication materials
  • Demonstratable Technical Expertise in two of the following thematic areas

  • Making Market Work for Poor
  • Improving public systems for delivery of services
  • Excellent research and writing skills with proven technical writing skills and track record of creating compelling, clear, and succinct documents;

Required Skills and Experience

Desirable:

  • Significant working experience in Government, Private Sector or relevant multilateral institutions.
  • Sound knowledge of UNDP rules and regulations, policies, procedures and practices.

Travel:

  • Travel within the state and districts may be required.

Schedule of Payments:

  • Consolidated Annual Consultancy Fee (Remuneration) of Rs 6,00,000/- (@Rs. 50,000/- per month) payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer.

Institutional Arrangement:

  • Contract will be administered by UNDP
  • Consultant will be entitled for 2 days leave per month (non-encashable).
  • The incumbent will arrange to procure his/her own laptop.

Documentation required:

  • Personal CV, indicating all past experience from similar projects, as well as the contact details (email and telephone number) of the Candidate and at least three (3) professional references.

Evaluation Method and Criteria:

Evaluation and ranking will be done based on the following criteria:

  • Educational Qualification: 30 Marks;
  • Relevant Experience: 40 Marks;
  • Interview: 30 Marks

Candidates obtaining a minimum of 70% (49 marks) of 70 marks will be eligible to appear for the interview. Top scoring candidates (out of total 100 marks) will be sent offer of consultancy in order of ranking.

Interview for the shortlisted candidates would be either conducted face to face in Dehradun or by telephone / over skype.
