The communication, advocacy and partnerships (CAP) section at the Tanzania Country Office (TCO) has been working with the aim of expanding UNICEF’s leadership as a credible and trusted voice for children. It engages with stakeholders including the government, civil society, private sector, and media, to support shifts in public policy, fuel social engagement and increase private and public resources for children.

Specific Tasks

• Strengthen partnership for children rights within the Tourism Sector in Zanzibar by cultivating and nurturing existing collaboration and developing strategic and long-term advocacy and programme partnerships ensuring that the child rights agenda are reflected in corporate strategies and agenda.
• Make the necessary preparations and arrangements to the kick off and roll out of Business for Results (B4R) in Tanzania as a framework and strategy to mobilize private sector stakeholders around the child rights agenda and to achieve programme results for children integrating a renewed vision of partnering with business for each programmatic outcome aligning to the new Tanzania country programme document development roadmap.
• Mitigate impact of communicable diseases in Tanzania by leading private engagement in addressing their impact. In close collaboration with the UNICEF WASH section, provide technical guidance in the establishment of WASH partnership with the network of private sector (CEO Roundtable Tanzania) and coordinate the launch of WASH programme for vulnerable communities in three Municipalities

1. Long term partnership developed in the tourism sector established focusing on the development and review of Codes of Conduct for Tourists and Tour Guides, implementation of ECD in vulnerable communities and adoption of Family Friendly Policies by corporate stakeholders.

1.1. Facilitate partnership discussions with the Zanzibar Association of Tour Operators (ZATO) for a long-term agreement to implement child sensitive CSR interventions for the most vulnerable communities.

1.2. Develop partnership agreement (MOU) and ensure endorsement by UNICEF and ZATO.

1.3. Provide technical support to ZATO to develop annual work plans 2021.

1.4 Coordinate meeting to kick start the review of Codes of Conduct with the Zanzibar Commission for Tourism (ZCT) and the Ministry of Tourism and Heritage.

1.5 Develop MOU for engagement on Code of Conduct highlighting responsibilities and accountabilities for each partner /stakeholder.

1.6 Facilitate partnerships discussion with the Zanzibar Association of Tourists Investors (ZATI) on family friendly policies.

1.7 Develop concept note, partnership agreement and ensure endorsement of the partnership agreement by ZATI and UNICEF.

2. Partnership formalized with the CEO Roundtable Tanzania for WASH programme delivery in 3 Municipalities in Dar Es Salaam.

2.1 Facilitate the review of partnership agreement (MOU) and coordinate the endorsement.

2.2 Coordinate externally with partners and internally with WASH section and facilitate the preparations for and the launch of the Smart Hands Project in Kinondoni Municipality (15 March 2020)

3.Business for Results (BR4) launched in Tanzania Country Office

3.1 Coordinate internal communication, draft key correspondences and facilitate information flow between RO/HQ and UNICEF TCO team and external partners for the B4R learning sessions.

3.2 Coordinate logistics for the pre-learning sessions, kick off and all the 7 learning sessions, coordinate

internal teams keeping them engaged and abreast of the schedules and requirements of the learning session.

Supervision and working relationship

The Consultant will be under the direct supervision of the Chief of Communication, Advocacy and Partnerships and will work in close collaboration with the offices of the Representative, Deputy Representative and chiefs of programme sections.

Duty Station

Dar Es Salaam with travel to Zanzibar (two trips to Zanzibar for three business days each)

Costs

Consultants are not entitled to daily subsistence allowance (DSA) and UNICEF will not cover travel expenses.

The consultant should include all costs of the assignment including travel costs, accommodation, etc. in their financial proposal.

Work Conditions

• The consultancy is home based; however, UNICEF will provide an office space for the whole duration of the assignment, in case the consultant requires office space.
• The Consultant will be responsible to provide his/her own computer and other standard IT equipment to perform his/her duty.
• The Consultant will have to comply with all applicable UN security rules and regulations

Payment Terms

The Consultant will be paid on a monthly basis upon certification of his/her report by the Chief of CAP and completion of expected tasks as per agreed timetable.

The final payment will be effected upon submission of final assignment report and satisfactory completion of all assigned task.

To qualify as an advocate for every child you will have…

• An advanced university degree in international development, communication, public affairs, international relations, political science or other related field
• At least five (5) years of progressively responsible professional experience in external relations, liaison and /or any private sector engagement related activities, preferably in an international organization required.
• The Private Sector Engagement Specialist is a seasoned professional in the field of external relations, private sector engagement and partnership development
• S/he should follow established procedures but is expected to make recommendations on the strategies for engagement and communications products.
• S/he is accountable for quality, substantive input and ability to project a competent and trusted image of UNICEF to partners.
• S/he has a proven experience in advising and engaging corporates on children rights issues
• Familiarity with key private sector stakeholders at the national level, familiarity with UNICEF policy/strategy in the field of corporate social responsibility
• Proven skills in communication, networking, advocacy and negotiation.
• Fluency in English is required with knowledge of another UN language considered as an asset.
