Due to the economic crisis and the COVID-19 pandemic, the health and nutrition situation in Lebanon is rapidly evolving. Therefore, the consultant is needed to produce funding proposals, briefing note, and evidence based advocacy documents and other reports to secure funding, enhance partnerships and adapt programs to the situation. The consultant will coordinate with the Chief of section and staff to ensure the production of high quality documentation and reports which supports current and new health and nutrition programming and increases the funding base.

How can you make a difference?

Tasks Milestones:

• Prepare thoroughly researched and succinct summary documents for use with government, donors, partner organizations and others on a variety of health topics such as immunization, newborn and maternal health, nutrition issues, etc

• Write briefings for donors on programmatic areas to mobilize support for activities in health and nutrition

• Analyse and compose advocacy briefing documents for use with government officials and others

• Prepare funding proposals to donors as needed

• Compile donor reports which include programmatic data and information, as well as lessons learned and human interest stories which demonstrate the value of continuing program funding

• Collect and analyze available research and data on subjects relevant to health and nutrition in country

• Support the development of a strategy for UNICEF’s health and nutrition section which draws on a wide variety of data and informational sources, such as a literature review, government and other data sources, interviews with key informants, etc.

4-5 donor briefing documents

3-4 advocacy briefing documents

4-5 funding proposals

6-7 donor reports

1 strategy report

Duration:

100 Working Days within 11.5 months

To qualify as an advocate for every child you will have accountability

  • At least an advanced university degree (Master’s or higher) in Public Health, Nutrition or related subject.
  • A minimum of 8 or more years of relevant work experience with UN agencies and/or NGOs in international development and humanitarian response.
  • Excellent management and coordination skills and an ability to communicate effectively with diverse partners
  • Fluency in English (verbal and written). Strong analytical and writing skills, including the ability to undertake analysis using research and data to generate clear and concise briefings and reports for various audiences.
  • Ability to work independently and on deadline.
  • Skilled in preparing funding proposals for a variety of donors, such as governments, foundations, private donors, corporations.

Candidates are requested to submit an all-inclusive financial offer with a clear indication of their daily fees.

The evaluation is based 20% on the financial offer and 80% on the technical expertise.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
