UNICEF Country Office is looking to establish a roster of vetted professional photographers and photojournalists to provide supply photographic services (visual documentation in digital original format) on a need’s basis. The selected photographs will be used for UNICEF advocacy and communication purposes and used to produce communication and advocacy materials to be used by UNICEF’s internal and external partners, including other UN agencies and across various platforms.

Purpose of the assignment

• Photographic services will be required on a needs basis. This will include during various events and conferences held in Skopje, content gathering missions to UNICEF supported initiatives and events within the country and communities in which UNICEF is present to capture the situation of children and women in various settings and on occasions specialized conceptual photos. • Provide single photographic content on request that capture the diverse stories of children throughout the country. • On assignment for UNICEF the photographer is expected to show appropriate sensitively to the people he/she is photographing. The photographer is also required to follow UNICEF photography and image standards that will be made available to selected contractors. • Providing training to UNICEF volunteer Young Reporters and partners to build capacities to produce high quality photography.

DELIVERABLES

Photographer/Photojournalist will be engaged on a needs base throughout the roster period through request for services. Based on the specific brief the consultant will be required to provide services for assignments including:

A. Event coverage - professional photojournalism/documentary coverage of UNICEF supported events and conferences during which the photographer will commit to submitting selected photos during the event for real-time social media publishing and all photos taken during the event within 2 hours of the event. B. Programme coverage - professional photojournalism/documentary coverage of UNICEF supported programme supported interventions as well as general advocacy on various subjects; coverage can include documentation of programme intervention as well as documenting the situation that shows the need for intervention C. First person narrative visual storytelling with captions & quotes - professional photojournalism/documentary storytelling focused on an individual subject, telling the story through the life and experiences of an individual. Visual storytelling includes captions and first-person quotes furthering the story-telling. D. Everyday Voices - portraits of people directly addressing the camera with their gaze, participating in their own representation with personal quotes that serve to further storytelling and engage audience in an issue through identification with an individual. E. Training package on photography developed and delivered to volunteer young reporters and partners as requested

Unless otherwise specified, photographic content gathered during assignment to be provided selected content in real-time for publishing on social media and final content in original format within 12 hours of return of the field visit together with written captions. Consultant photographer supplies all photographic equipment and agrees to provide, if requested, transmissions of rough edit selections of best images, with complete credit and caption information in English and were relevant personal quote in original language. On assignment completion, the broad edit will be transferred electronically UNICEF with complete captions. UNICEF has first selection rights to all originals taken on assignment with non-exclusive concomitant world rights in all media in perpetuity

ESTIMATED DURATION OF CONSULTANCY It is expected that the consultants will remain on roster for 24 months from 1 October - 2021-to 1 October 2023.

DUTY STATION Assignments will be primarily linked to UNICEF’s work in North Macedonia; on rare occasions consultants on roster may be engaged by UNICEF offices in other countries and other UN agencies.

OFFICIAL TRAVEL Some travel outside of Skopje, and on rare occasions international travel, may be required. UNICEF will cover related travel and transport costs as per local UN policy. All travel will be subject to approval before travel is conducted.

To qualify as an advocate for every child you will have… • Proven knowledge and skills in professional photography; demonstrated experience in photojournalism in child rights, human rights and sustainable development goals,. • Experience in image selection for publication and publicity purposes • Ability to manipulate digital images in related software packages, such as Photoshop. • Good knowledge of technical requirements for taking photos in various settings: outdoor, indoor, conferences, portraits and group activities. • Photographer or studio will have their own photographic equipment, including related hardware and software to manage images. • Ability to interact and engage with children and understanding of child rights. As well ability to interact and sensitively engage with members of vulnerable or discriminated groups in the society, persons with trauma, refugees, migrants, victims of trafficking and/or abuse. • Technical ability and skill to conceal the identity of the subject where necessary, and still produce effective and strong communications materials. • General understanding of human rights and the Sustainable Development Goals – Agenda 2030.

PAYMENT TERMS On completion of assignment and submission of invoices paid in MKD.

SELECTION CRITERIA All proposals will be assessed first on their technical merit and subsequently on price. The proposal with the best overall value, composed of technical merit and price, will be recommended for approval. Performance indicators: Timeliness, image quality and ability to meet UNICEF photographic standards.

Technical Evaluation Criteria*

- Quality of portfolio - 50 max points - Experience and qualification including equipment owned/to be used on assignment - max 10 points - References - max 10 points

*Applications which will receive a minimum of 50 points in the technical evaluation will be considered further for financial proposal evaluation

- Financial proposal - max 30 points

Technical proposal: - A curriculum vitae (individual) and motivation letter; - PDF portfolio with a maximum of ten (10) examples of photographs (digital) of children in various settings including activity or portraits including written captions and three photographs from official conferences or public events; - overview of equipment owned/to be used during assignment; - and three written references.

Financial proposal in Macedonian Denars, Gross amount based on the following:

- Hourly rate for events in Skopje (which will be applied for photographic coverage of events and conferences) - Daily rate (which will be applied for photographic coverage within country) - Daily rate (which will be applied for photographic coverage outside the country) D. Per photo price (primarily for the purpose of capturing Everyday Voices) - Daily fee to develop and implement photography capacity development training

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
