Individual Consultant (National) Communication Coordinator for implementing the COVID-19 Vaccine Communications Plan

Background & Purpose:

A multi-stakeholder steering committee has been established for COVID-19 vaccination planning, logistics and communications.

The COVID-19 vaccine communications consultant will be working together with HEOC communication team, with support from UNICEF and partners. A communication strategy has been developed for COVID-19 vaccination outreach and messaging, and the communication materials is being developed as per the plan.

Health Protection Agency, on behalf of, Health Emergency Operating Center, has requested UNICEF Maldives country office for support to address the capacity gaps, including onboarding of a communication coordinator to implement the risk communication plan activities for COVID-19.

Purpose and Objectives:

The overarching purpose of this assignment is to provide coordination support to Health Protection Agency to implement and monitor communications-related activities as part of the COVID-19 vaccine campaign.

The objectives include:

  • To support the implementation of the COVID-19 vaccine communications & other communications needs required from the Communications cluster at HEOC
  • To mobilize internal and external stakeholders relevant to the communication plan, with close coordination with stakeholders with close engagement with vendors, media and stakeholders.
  • Close monitoring and daily communications with the different consultancy firms hired for production of content, monitoring, survey and other purposes.
  • To monitor and report on achievements both during and after the campaign and capture lessons learnt for future reference.

Duty station: The consultant will be based in the Health Emergency Operation Center.

Supervisor:

  • Head of HEOC Communications cluster
  • From UNICEF, Programme Specialist, Health & Nutrition, UNICEF Maldives; in close consultation with the UNICEF C4D Officer.

Expected Output:

In line with the overall objectives identified above, below are the specific deliverables and tasks the consultant is expected to complete within the assignment period:

Finalize and Implement the COVID-19 vaccine communications plan

  • Continue updating the existing COVID-19 vaccine communications plan according to the timeline based on need as situation develops, with guidance from the steering committee.
  • Coordinate the designated communication, engagement and capacity building activities on a regular basis.
  • Support development of all communication messages and other required resources as indicated in the COVID-19 vaccine comms plan together with key stakeholders.
  • Support all external communication efforts as required and requested by the communications team and steering committee.

Coordinate with stakeholders relevant to the communication plan, vendors, media and partners.

  • Overall coordination of the COVID-19 vaccine communications plan.
  • Liaise with external designers, creative agencies, printing companies and others to ensure that COVID-19 vaccine comms plan materials are available in time, inputs from key stakeholders acquired and disseminated to the right locations as per the plan.
  • Carry-out the HACT and funds related documentation for UNICEF requirements, such as request and reporting of funds, monitoring of activities, and documentation of process.

Estimated duration of contract: 3 months, to start date immediately.

Official travel involved (itinerary and duration): Not expected.

Deliverables:

  • Monthly progress report with update of risk communication plan implementation, coordination tasks. Submission of finished products and resources along with the progress report
  • One final report at the end of the consultancy, with soft copies of all products

Qualifications or specialized knowledge and/or experience required:

Academic qualifications:

  • Bachelor’s Degree in Communications, Public Health or a Health / Social Sciences-related field. A Diploma in relevant field with experience can be considered in lieu of the Degree

Knowledge, skills and experience:

  • Minimum 3 years of work experience in communication and / or event coordination
  • Experience in Project Management, or event management especially in public health will be desirable.
  • Past work in working with non-profit organizations or UN agencies in similar assignments will be an asset.

Personal competencies:

  • Ability to work in intensive work environments, and able to work under pressure
  • Ability to organize, lead teams, plan and coordinate activities within an agreed timeframe. Proven ability to work in teams
  • Ability to keep to planned timelines. Flexible and resourceful
  • An action-oriented approach and strong drive for results.
