Background

The NRM and Biodiversity Portfolio of UNDP has been supporting the Ministry of Environment, Forest and Climate Change in meeting its national and international environmental priorities and commitments. These include programmes and projects in the area of biodiversity conservation, sustainable resource management, biodiversity governance and sustainable land management. The support focusses on technical and policy advisory, institutional strengthening and building capacities of various stakeholders to utilize natural resources in a sustainable way, while increasing resilience to climate variability and associated risks and impacts.

The portfolio also India’s engagement with the Global Environment Facility (GEF) and works with central Ministries and state governments in developing and implementing GEF projects. One of the core components of several programmes and projects funded by GEF is “promoting sustainable livelihoods for building resilient communities and ensure sustainable management of natural resources”. The component entails interventions to improve and diversify livelihood strategies and strengthen capacities of community and government institutions for biodiversity conservation and sustainable natural resource management.

UNDP seeks to hire the services of a Livelihoods and Gender Specialist for designing and implementing interventions for diversification of livelihood options and value chain development in the project states - Uttarakhand, Uttar Pradesh, Himachal Pradesh, Sikkim, Arunachal Pradesh, Kerala and Ladakh. S/he will work under the supervision of Head - Natural Resource Management and Biodiversity, UNDP, and closely with the government counterparts.

Duties and Responsibilities

The Consultant will have the following tasks:

• Implement the livelihood strategies in NRM programme for all projects aiming enhancement in income of project beneficiaries by 30% in the project landscapes through value chain development of identified products and capacity building.
• Prepare action plan to implement existing livelihood strategies and prepare livelihood strategies for the new projects
• Establish database project beneficiaries and develop M&E framework for livelihood interventions, indicators to meet out the mid-term and end-term targets for tracking and reporting the results linking with the project result framework
• Design and support capacity building initiative for the beneficiaries
• Support the state teams in linking Geographical Indication (GI) registration and post registration processes with income enhancement. This should focus on capacity building of users, strategy for consumer awareness and marketing.
• Implementation of value chain specific pilot for select produces (atleast 05)
• Identify agencies and stakeholders to support states in implementation
• Guide the technical agencies and experts engaged under the different projects to facilitate product diversification, value addition and marketing in each project State in consultation with State Governments and UNDP
• Support in business development plan preparation to establish micro-enterprises under identified value chains.
• Establish marketing channel with the local, regional and national agencies, buyers and market for atleast 5 products
• Identify and develop new proposals for convergence and resource mobilisation (atleast 3)
• Coordinate with government departments at national and state level to facilitate convergence
• Identify funding opportunity for promoting sustainable livelihoods and mobilise resources
• Submit proposals to mobilise resources from ongoing schemes and programmes in alignment with Green Recovery Package and One District One Product scheme of the Government (submit proposals to MSME for atleast two districts, follow up with for registration, post registration facilitation with the beneficiaries for cluster development, skilling, value addition etc. )
• Develop and implement strategies and action plans for mainstreaming gender in all interventions related to conservation and sustainable livelihoods
• Devise actions for gender mainstreaming in every intervention and report the same
• Prepare Terms of Reference for the expert agencies/individual expert to be engaged for specific tasks as and when required
• Support to the Project Management Units in implementation of approved activities at national and state level
• Any other work assignment by the Supervisor

• Submission of details of GI registration and post registration initiatives supported

Convergence and resource mobilization

• Product/value chain specific interventions presented to relevant govt. departments and agencies in close coordination with the PMUs
• Atleast two projects developed for convergence with identified Department in close coordination with the PMUs

Payment Schedule and other Conditions:

• Payment will be on acceptance of the deliverable submitted. The total amount will not exceed the value of the contract unless amended.
• The assignment is expected to commence within a week after the signing of the contract to the successful bidder.

Required Skills and Experience

Education:

Evaluation Criteria

When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as:

• Responsive;
• Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Technical Criteria weight - 70%;

Financial Criteria weight - 30%.

Shortlisting would be done based on the following criteria:

• Relevant Experience:50 Mark
• Qualification:20 Marks
• Financial: 30 Marks

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

Technically qualified consultants will be requested to submit their daily fee rate and or lumpsum i.e. consultants who score more than or equivalent70% marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or withthesubmission. The CV will not be evaluatedfurther in case the consultant submits the same.
