Background

United Nations Development Programme (UNDP) in India, acting as an implementing agency for the Global Environment Facility (GEF) is currently working towards developing of new project concepts (PIFs) for financing under GEF-7 investment cycle and development of detailed project document based on approved projects concepts including “Accelerating adoption of super-efficient technologies for sustainable thermal comfort in buildings in India”.

The framework for designing of new project concept in “Climate Change Focal Area” of GEF-7 investment cycle is aimed at institutionalising interventions that could bring about transformational shifts towards low emission and climate-resilient development in India. Under the proposed framework, development of new project concepts will include identifying of programmatic strategies in compliance to the fundamental objectives of promoting innovation and technology transfer for sustainable energy breakthroughs, demonstrate mitigation options with systemic impacts and foster enabling conditions for mainstreaming mitigation concerns into sustainable development strategies.

Through this call, UNDP intends to hire an individual consultant, who will work in close coordination with CCRE units of UNDP towards developing of new project concept, support in developing of full-scale project proposal based on approved concept, facilitate stakeholder’s consultation and support in CEO endorsement. Developing of new concept (PIF) will involve identifying of the key barriers/challenges and its strategic solutions, designing of program log-frame for specific interventions, assessment of baseline scenario, identifying of tailored activities, output and outcome resulting from proposed interventions, budgetary requirement, and institutional framework for implementation of the proposed activities. Developing of the full-scale proposal based on the approved PIF will be in line with the UNDP-GEF project document template/ UNDP project document and its relevant annexures.

Duties and Responsibilities

Responsibilities and Deliverables

  1. Develop stakeholder’s engagement plan and facilitate stakeholder’s consultation towards obtaining input on Project Documents along with National and International Consultant.
  2. Coordination and Submission of Draft Project Document (Pro-doc), CEO Endorsement Document along with the Mandatory and Project Specific Annex.
  3. Based on the comments and inputs from UNDP, BEE and Other Stakeholders, finalization of the Project Document (Pro-doc), CEO Endorsement Document along with the Mandatory and Project Specific Annex. Facilitate submission of Final Project Document (Pro-doc), CEO Endorsement Document along with the Mandatory and Project Specific Annex to GEF.
  4. Addressing comments and inputs of GEF on the Final Project Document (Pro-doc), CEO Endorsement Document along with the Mandatory and Project Specific Annex before CEO Endorsement.
  5. Provide technical support to UNDP in developing atleast 1 new project detail concept on Climate Change and environment conservation.

Evaluation Method and Criteria

The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as Responsive to the requirement. Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.

Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation.

  • Technical Criteria weight - 70%.
  • Financial Criteria weight -30 %

Technical Criteria (70% of total evaluation)

  • At least ten years of demonstrable experience in the technical area of Climate Change adaptation, mitigation -20%
  • At least three years of experience of working with Central / State Govt Department in the area of energy efficiency, Forestry and Climate Change -20%
  • Experience of working in GEF funded projects -10%
  • Experience in implementation of programmes at state level, documentation of project reports, and stakeholder management 20%

Financial Proposal – 30 %

Technically qualified consultants will be requested to submit their daily fee rate i.e. consultants who score more than or equal to 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their consultancy fee on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same
