Purpose of Consultancy:

UNFPA expands the possibilities for women and young people to lead healthy and productive lives. UNFPA supports countries in using population data for policies and programmes to reduce poverty and to ensure that every pregnancy is wanted, every birth is safe, every young person is free of HIV and AIDS, and every girl and woman is treated with dignity and respect. Advancing gender equality and promoting the empowerment of women is a key programme priority of UNFPA defined in the UNFPA Strategic Plan.

The EU-UN Spotlight Initiative is a global, multi-year partnership between the European Union and the United Nations to eliminate all forms of violence against women and girls by 2030. The EU-UN Spotlight Initiative in the Pacific prioritises a focus on addressing and preventing Intimate Partner Violence (IPV) as a leading form of violence against women and girls in the region. The Spotlight Initiative aims to drive transformation through work across six pillars: laws and policies; strengthening institutions; prevention of violence and social norm change; delivery of quality services; gender based violence (GBV) data availability and capacities; and supporting the women’s movement and civil society.

As part of the EU-UN Spotlight Initiative, UNFPA PNG is supporting work across these pillars with a strong focus on strengthening specialised health services for survivors and violence prevention through comprehensive sexuality education, empowerment of adolescent girls, engaging with men and boys and youth-led advocacy. UNFPA is also supporting improved access and management of GBV data. UNFPA seeks a GBV Specialist consultant in the development of technical materials to support this work.

The work will be conducted in support of the Papua New Guinea Country Office (CO). It is expected that the consultant will work closely with UNFPA CO and implementing partners for the development and finalisation of technical materials, curricula and training packages to support programming, with a strong focus on GBV prevention, comprehensive sexuality education and youth-focused interventions. Specifically, this will include the development of a youth peer-educator toolkit. The toolkit will be developed using existing UNFPA Y-Peer materials adapted to context.

The UNFPA CO will support the on-ground contextualisation through engagement with

youth networks. It is anticipated that the toolkit will include content on peer education standards and a monitoring and evaluation framework, peer education Training of Trainers, peer education session guides as well as accompanying IEC.

The consultant will also help in the development of GBV prevention technical materials, with a focus on adolescent girl empowerment as well as engaging men and boys in prevention programming. It is anticipated the consultant will support the finalisation of adolescent girl empowerment and leadership curriculum and supporting technical materials. The consultant will also work with UNFPA and implementing partners to support the evaluation of current male advocacy programming, including through the development of evaluation tools and the capturing of lessons learned and case studies.

The consultant will assist the development advocacy briefs and sensitisation materials on comprehensive sexuality education, as well as additional areas of work as required.

The consultant will work closely with the Programme Specialist who will provide guidance and relevant materials for adaptation and/or to support development of aforementioned work.

Duration and working schedule:

The contract will cover the period 110 days from August to December, 2021. Payments are calculated on the basis of a daily rate.

Place where services are to be delivered:

Services may be delivered either in-country or remotely.

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

The consultant will be supervised by the Programme Specialist and work closely with other programme, communications and operations staff.

The Programme Specialist will oversee the development and monitoring of the delivery schedule and deadlines. Work will be delivered electronically.

UNFPA reserves the right to amend deliverables and contract timeline in consultation and agreement with the consultant subject to changing priorities.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Reporting will be provided to the Programme Specialist, as the direct supervisor by way of weekly meetings.

Supervisory arrangements: The consultant will work under the overall guidance of the Programme Specialist, UNFPA PNG.

Expected travel: Services will be delivered either in-person or remotely to the PNG Country Office.

No travel is anticipated.

Required expertise,qualifications and competencies, including language requirements:

The position is open to international consultants. The selection will be based on the following qualifications and competencies:

Education:

Advanced university degree in gender, public health, international development or related field.

Knowledge and Experience:

● At least five years working in the field of Gender Based Violence (GBV);

● Technical expertise in GBV with a strong focus on violence prevention through social norm change interventions. Strong preference for candidates with experience overseeing adolescent girl empowerment, engaging men and boys and/or comprehensive secxuality education programming;

● Experience developing GBV curricula and training materials as well as leading training;

● Experience with youth-based programming and advocacy including peer education. Familiarity with Y-PEER model preferred;

● Experience working with and providing technical support to Implementing Partners in a way that supports positive relationship management.

Required Skillset:

  • Advanced skills in communication. Exceptional capacity to communicate concepts and ideas in clear, concise and non-technical language both verbally and in written form;
  • Ability to produce written technical materials to a high quality under tight deadlines;
  • Strong interpersonal skills including for effective relationship management;
  • Analytical thinking to support strategising in the advancement of UNFPA’s position in-country.

Languages:

• Fluency in oral and written English is required.

Other Desirable Skills:

• Prior experience in Pacific.
