UNICEF Zimbabwe is seeking to hire an innovative individual Consultant for the Global Partnership for Education (GPE) Partnership Compact Development (Open to international consultants only)

Background

Zimbabwe started receiving support from the Global Partnership for Education (GPE) in 2013 to implement the Education Medium Term Plan (EMTP) 2011-2015. A total of US$23.6m was received to support the revitalization of the education section after a total collapse of the education sector in 2008-2009. The second GPE grant was received in 2016 to support the Education Sector Strategic Plan (ESSP) 2016-2020. The grant has both a fixed and variable tranche within one Education Sector Programme Implementation Grant (ESPIG) . The fixed tranche is for US$28.3 m, and the variable tranche is for $8.8m. In addition, through the Multiplier Fund, and additional $10m was added; making a total Maximum Country Allocation of $42.27m from 2016-2022. To mitigate the impact of both the Cyclone Idai induced challenges and of Covid 19, Zimbabwe also received US$2.3m and US$7 million Accelerated funding respectively. UNICEF has been a grant agent of all of these funds with the exception of the US$2.3 million Cyclone Idai Accelerated Funding which was managed by Save the Children.

After the Global Education Summit of July 2021, GPE announced the new Maximum Country Allocation that Zimbabwe is eligible to apply for in the total amount of US$75,379,540. The amount is broken down as follows:

• $24.84m for the System Transformation Grant (STG) formerly ESPIG

• $30m for the Multiplier fund (in additional donor/foundation resources are added to the sector)

• $3.3 m for the System Capacity Grant (SCG), formerly the Education Sector Plan Development Grant (ESPDG)

• $12m for a new Girls Education Accelerator grant.

Zimbabwe has already received a portion of the SCG and has already agreed a Grant Agent for these resources: UNICEF. This grant will be used in the development of the Partnership Compact, which is a requirement for each country to complete before putting up an application for these additional GPE funds

The process of developing the compact has multiple steps to complete and is expected to be developed and completed by the first half of the year 2022. The full application process has a final deadline of March 2023.

The process will be led by the Ministry of Primary and Secondary Education with the support from the Local Education Group; known in Zimbabwe as the Education Coordination Group (ECG). The members of the ECG include MoPSE as the chair, other line ministries, donors, civil society organisations (CSO) and United National (UN) agencies.

GPE has a grant agent who implements the grants and a Coordinating Agency (CA) to support the process and ensure transparency and active participation of all the key stakeholders within the education sector in the country. For Zimbabwe, the CA is UKAid which is delivered through the Foreign, Commonwealth and Development Office (FCDO) and they will support the MoPSE in leading this process.

The development of the compact will be managed by a small taskforce that has been set up by the Permanent Secretary, MOPSE. It includes representation from MOPSE, donors, CSOs, and UN agencies

Assignments

  1. Lead the Enabling Factors Review Process and Analysis

The consultant to facilitate the following under this task:

Facilitate the initial screening and policy outcomes using the assess, prioritize and diagnose model to:

  • Identify the documentation required to review the four enabling factors for system transformation to share with the taskforce team on:
    • 1) data & evidence
    • 2) gender-responsive sector planning, policy and monitoring,
    • 3) sector coordination and coordinated financing and funding,
    • 4) volume, equity and efficiency of domestic public expenditure on education,
  • Compile supporting documentation in the prescribed GPE format and develop a library of resources as evidence to back up decision making for the identification of the enabling factors and the key priority outcomes
  • Review and understand the new GPE operating model and be able to present to small groups as needed
  • Complete the first draft of the templates for submission to GPE secretariat and ITAP for assessment
  • Support the stakeholder meetings/engagements, including facilitation of session, to establish consensus among stakeholders on no more than 3 policy outcomes that if achieved, could result in transformation at a system level.
  • Produce a draft for review by the taskforce, a nuanced and context-sensitive analysis of the country status in all four enabling factors areas vis-à-vis persistent challenges in policy outcomes, with a view to submitting the analysis for independent analysis
  1. Lead in providing draft response to the assessment by the Independent Technical Assessment Panel (ITAP).
  2. Ensure adequate documentation of minutes of meetings required for the enabling factors package
  3. Compile a full checklist of supporting documents of each of the 4 enabling factors including naming of the documents to be shared
  4. Finalise all key documents based on comments from stakeholders

To qualify as an advocate for every child you will have…

  • An Advanced University Degree (Masters or higher) from a recognized academic institution in one or more of the following areas is preferred: Education, Development Studies or Social Sciences.
  • At least 5 years of experience in planning/management
  • Previous experience of developing key strategic documents
  • Excellent facilitation skills
  • Ability to organise and present data
  • Excellent oral and written skills
  • Ability to use gender-lens throughout the whole process
