BACKGROUND AND OBJECTIVE** ------------------------------- The Education Section in UNESCO Bangkok aims at promoting and facilitating evidenced-based policy formulation, results-based management and system-wide reform of the education sector. The programme contributes to strengthening Member States’ capacities to effectively implement SDG4- Education 2030 within national education sector plans and policies, thereby ensuring the provision of equitable and quality education throughout life. **2. PURPOSE OF THE ASSIGNMENT** -------------------------------- Within its diverse programmatic areas, the Individual Specialist will mainly contribute to the programme area of education policy, planning and management in Education Section both regular and extra- budgetary projects and activities. **3. MAIN TASKS AND TIMELINES** ------------------------------- **Supervisory Arrangement:** Under the overall authority of the Director of UNESCO Regional Office in Bangkok, and the direct supervision of the Education Programme Specialist, and the guidance of Chief of Education Section, the Individual Specialist shall be responsible for supporting the implementation and monitoring of the biennium programme activities and projects on Education Policy, Planning and Management. This includes providing technical support on education policy, education sector planning, financing of education, capacity development to Member States, as well as contributing to the development and preparation of new projects and partnerships that support development in system strengthening of education system in the region. Specifically, the Individual Specialist shall perform the following duties: 1\. Support implementation and finalization of the Bangsamoro Education Reform and Development Plan Phase II project under 42C/5 Education Programme Output 6 on Education Policy and Sector Planning. 2\. Coordinate finalization and production of the Asia-Pacific regional SDG 4 midterm review report, ensuring internal and external quality assurance processes. 3\. Support development of communication strategy and materials for the effective dissemination and promotion of the SDG 4 midterm review report. 4\. Coordinate development and dissemination of a policy brief on Technology and AI in Education, with a focus on the Asia-Pacific region. 5\. Support development of two (2) case studies to document the experience of Bangladesh and Bhutan in the “Building capacity for assessing learning losses and ensuring an effective recovery” project. 6\. Undertake other relevant professional duties as assigned by the Programme Specialist. **4. REQUIRED QUALIFICATIONS** ------------------------------ **Education:** - An advanced university degree (Masters or equivalent and above) in the field education, development studies, social sciences or related areas. **Work Experience:** - Minimum 3 years of progressively responsible relevant work experience in the field of education, of which at least two years acquired at the regional/international level. - Proven experience in implementing and coordinating multi-country projects. **Skills/Competencies:** - Knowledge of Asia-Pacific education systems and education issues - Proven conceptual and analytical skills - Effective planning and organizing ability - Capacity to follow up and coordinate independently with minimal supervision - Proven ability to work efficiently in a dynamic and multicultural team environment - Excellent coordination and interpersonal skills - Proven capacity to build and maintain effective partnerships inside and outside the organization - Ability to work under pressure. **Languages:** - Excellent knowledge of English; knowledge of other UNESCO official languages is an asset. **7. DESIRABLE QUALIFICATIONS** ------------------------------- - Familiarity with the Asia-Pacific context - Previous experience working with United Nations, international organizations or government agencies is an advantage **8.
