BACKGROUND AND OBJECTIVE** Funded by the Government of Japan, the Section for Educational Innovation and Skills Development of UNESCO Asia and Pacific Regional Bureau for Education (UNESCO Bangkok) will implement a new education and food security project aimed at aiding at least 3,000 migrant children in their education along the Thailand-Myanmar border and further safeguarding them against sexual abuse, trafficking in persons and exploitation of child labour. As the humanitarian crisis in Myanmar intensifies, there is increasing cross-border movement of refugees and migrants. Many of these children are fleeing violence and urgently need to be admitted to the Migrant Learning Centres (MLCs) for shelter and safety. This 12-month project will address the importance of education, as a fundamental right of every child and as means to promote peace in responding to violent extremism situations and conflicts along the Thai-Myanmar border, in particularly in Tak province in Thailand. Through urgent interventions on (1) digital learning aimed at learning recovery and immediate impact, (2) emergency food aid and (3) equipping migrant learning centers with ICT infrastructure and promotion of sanitation and safe learning spaces, the project will ensure that migrant children have safe, appropriate, and inclusive opportunities to continue their learning and reduce the learning loss during the crisis with good health and well-being, mentally and physically. **2. PURPOSE OF THE ASSIGNMENT** UNESCO is seeking for an individual consultant to lead the coordination among all Implementation Partners in Tak province under this project, including the Migrant Education Coordination Centre of Tak Primary Educational Service Area Office 2, Ministry of Education Thailand. The consultant is expected to ensure that all activities are implemented in a timely manner against the work plan, provide technical advice and support to the Implementation Partners when needed, as well as monitor the overall progress of the activities together with UNESCO. **3. DUTIES AND RESPONSIBILITIES** Under the authority of the Director of UNESCO Bangkok and the overall supervision of the Chief of the Section for Educational Innovation and Skills Development (EISD) and the Chief of Executive Office, the Individual Specialist will closely work with the Literacy and Lifelong Learning team of EISD to perform the specific tasks as follows: Long Description ---------------- **3.1 Provide technical support for the operation of the project by the Implementation Partners in Tak Province** 3.1.1 Support UNESCO and the Migrant Education Coordination Centre (MECC) of Tak Primary Educational Service Office 2 (Tak PESAO 2) and partners to design the needs assessment framework and conduct situational analysis of Migrant Learning Centers (MLCs) including MLCs with dormitories in Tak province. The needs assessment aims at identifying and selecting target beneficiaries, including migrant children and youth in MLCs and those influx from Myanmar that are in need of emergency food support. 3.1.2 Provide technical support to the MECC to ensure that emergency food aid and supplies for school meals are delivered to 3,000 migrant children at least 90 days consecutively. 3.1.3 Ensure that the MECC identifies and coordinates the support for improving kitchen facilities, sanitation and building/refurbishing learning spaces/dormitories to prevent sexual abuse, promote good health and well-being of the children and facilitate learning recovery at the MLCs (65 MLCs). 3.1.4 Support the identified local NGO partner(s) in Tak province to conduct digital school programme (daily flexible blended learning programme for at least 3,000 migrant children and capacity building for 100 teachers on digital skills) when required. 3.1.5 Assist UNESCO, MECC and the identified local NGO partner(s) to develop online lessons in Thai language for Myanmar migrant children when required. 3.1.6 Support the MECC and other Implementation Partners in finalizing the needs assessment report and other narrative progress/final reports to ensure the quality and the accuracy of the reports. **3.2 Assist UNESCO to monitor the activities under the project carried out by all Implementation Partners (government and NGOs) in Tak province** 3.2.1 Serve as a focal point for UNESCO in Tak province to regularly coordinate the progress meeting at least once a month with all Implementation Partners in Tak. 3.2.2 Closely liaise with UNESCO team to monitor the implementation of all activities. 3.2.3 Report to UNESCO team of the challenges and needs as well as proposed measures to mitigate the risks in the context of emergency and cross border situation. 3.2.4 Conduct assessment of the project together with UNESCO and provide support to an external evaluator/auditor of the project when needed including the mid-term review. 3.2.5 Assist the Implementing Partners in reporting to UNESCO when required. 3.2.6 Participate in the meetings and events related to the project as required by UNESCO including bi-monthly meetings with the MECC/partners. Long Description ---------------- **3.3 Support UNESCO to disseminate the results of the project** 3.3.1 Ensure that the Implementation Partners document the results of the project and successful cases for project dissemination and advocacy. 3.3.2 Coordinate with the Implementation Partners to share the data, stories, and materials for effective reporting and communication purposes. 3.3.3 Identify and build partnerships with institutions based in or supporting migrant education in Tak Province for this project. In line with UNESCO's overall gender mainstreaming strategy, the Individual Specialist is expected to integrate a gender perspective in all activities and apply gender analysis and mainstreaming concepts whenever feasible. **4.
