- Background and rationale
The City Government of Vigan’s progressive outlook and commitment on public service are the main drivers of the success of the DevLIVE+ project in the locality. Prior to the implementation of the project in September 2020, the City Mayor has recognized the value of data through the DevLIVE+ for the City’s planning needs. The City Government’s accountability to the community fueled their determination to complete the project in a matter of five months. The City Government of Vigan not only invested in digital technology, but also in increasing the capability of its personnel in managing and sustaining the DevLIVE+ platform and its data.
The City Government of Vigan acknowledged that the DevLIVE+ project is only the start of the City’s digital transformation towards an anticipatory, agile, and adaptable governance. They have perceived the need to have integrated data and system across the City Government departments to have a more comprehensive analysis of their situation that would lead to an integrated and more responsive programs that is transparent and accountable to its people.
The expansion of partnership between UNDP and the City Government of Vigan aims to sustain the initial interventions and support the city’s plans of developing an integrated ICT platform for a more responsive, agile and adaptive governance. Consistent with the intended results of the earlier partnership, this second phase will solidify administrative policies and decisions of the local chief executive for more inclusive development, poverty reduction, disaster risk reduction and crises prevention and management that are guided by local evidence-based vulnerability and exposure data and information. This initiative is expected for the community to promote and ultimately contribute towards the achievement of the SDGs.

Duties and Responsibilities
- Scope of Work
One component of this project is to develop the city’s Job Matching Portal to ensure the timely and efficient delivery of employment service by the City Public Employment Services Office (PESO). The Job Matching portal shall provide an online venue to match job seekers and jobs posted by the city’s Human Resource and Management Office (HRMO) and private enterprises.
The Web Developer shall carry out the following tasks which span website development, hosting, content management, maintenance and capacity building tasks for the job matching portal:
- Procurement of domain, hosting, and licenses to be used for the Job Matching Portal. Licenses and credits should be enough to keep the portal operational for at least 3 months after turnover.
- The Consultant shall perform the following items based on each listed feature within the platform overview:
- Project scoping and requirements gathering
- Project Framework
- UI/UX Design and UI/UX review with Vigan City
- Development or customization of an off the shelf product
- System Testing and User Acceptance Testing: Test cases will be prepared for system testing. The test cases and test results will be shared with the City Government of Vigan. With each release, a bug tracker will also be shared where the City Government of Vigan can report any bugs it identifies.
- Deployment and technical support to pilot run
- Adjustments and fixes based on feedback from Vigan City after releases.
- Creation of an administrator’s manual which shall include Recommendations for maintenance and operation of the Job Matching Portal
- Creation of an online user’s guide or inclusion of instructions in the web pages
- Training of at least ten (10) users on use of the portal covering all the user types
The results of the Digital Service Design Lab (DSDL) conducted with Vigan City shall be the basis of the Job Matching portal design. The following users and use cases shall be supported:

Institutional Arrangements
The Individual Consultant will work under the overall guidance of the Institutions and Partnerships Programme (I&P) Team Leader and close coordination with the team’s Programme Analyst and Pintig Lab’s Data Engineer. The Project or IT Focal of the City Government of Vigan shall also provide feebacks as end user’s of the Job Matching Platform.
- UNDP shall provide comments and provide outputs within 3 working days upon receipt of output.
- UNDP Philippines shall be entitled to intellectual property and other proprietary rights over all materials that have direct relation to the project.
- Considering the COVID-19 pandemic and declaration of State of Public Health Emergency in the Philippines, all work of the Individual Consultant shall be done within the guidelines and protocols set by the local and national government.
The Individual Consultant is expected to have his/her own equipment and workstation.
Duration of Work
The Individual Consultant will be engaged for 55 person-days from August 2022 to November 2022 unless revised in a mutually agreed upon timetable. Changes in the duration of the contract will be implemented through issuance of a contract amendment.
- Duty Station
The position will be based in Manila to allow accessibility and availability for discussions and reporting on progress of activities as may be required by I&P. Though the consultant will not be required to report regularly at the UNDP but shall agree with the I&P on a regular schedule to report on status and provide feedback on the outputs. While the Individual Consultant is expected to attend the regular updatings/meetings via online, if requested by the partner, he/she will need to travel to Vigan City, specially in the turnover, where travel cost shall be covered by UNDP.
Considering the COVID-19 pandemic and the implementation of a local government alert level system in the Philippines, all work and travel of the Individual consultant shall be done within the guidelines and protocols set by the local and national government. Fieldwork, training, meetings, and coordination shall be done in compliance with community quarantine policies.

Required Skills and Experience
- Qualifications of the Successful Individual Consultant
The Combined Scoring Method shall serve as basis for evaluating offers. The technical qualifications will be weighted 70 points, and combined with the financial proposal which will be weighted 30 points.
The CV and Portfolio will be reviewed using the criteria in the table below. Only offerors who will obtain a minimum of 70% or 49 out of 70 obtainable points will be shortlisted and considered for evaluation of financial proposal.

J. Scope of Price Proposal and Schedule of Payment
The Individual Consultant must send a financial proposal based on an all-inclusive lump-sum amount for the delivery of the outputs below. The total amount quoted shall include all cost components required to deliver the services identified above, including professional daily fees X number of person-days and any other applicable costs (e.g., software and online tool/platform subscriptions) to be incurred by the Individual Consultant in completing the assignment.
Medical/health insurance must be purchased by the Individual Consultant at his/her own expense, and upon award of contract, the Individual Consultant must be ready to submit proof of insurance valid during contract duration.
The IC will receive the total amount indicated in the proposal in tranches and upon satisfactory completion of the agreed outputs and deliverables based on the following table:
