Support the UN in data visualization and software implementation tasks.
You have:
- University degree (Bachelor's degree or equivalent) in computer science, information systems or related field.
- A minimum of five years of progressively responsible experience in the planning, design, development, implementation and maintenance of computer information systems or related area.
- Minimum of 4 years of experience with Angular, Bootstrap, D3, CSS and HTML.
- Minimum of 2 years of relevant experience building visualizations and dashboards with tools and programming languages, such as JavaScript, Python, R.
- Minimum of 2 years working experience with any of the following modern SQL and No-SQL database, big data and machine learning technologies, MariaDB, Neo4j, MongoDB, Apache Kafka, Apache NiFi, Apache Mahout, Apache TensorFlow.
- Experience with agile development approaches such as SCRUM is required.
- Minimum of 3 years of experience with Agile and associated development techniques including Iterative Development, Refactoring, Unit Testing, Automated Builds & Deployment of Software solutions, Continuous Integration and Delivery, Acceptance Test Driven Development.
- Fluency in English is required; Knowledge of Arabic, Chinese, French, Russian, Spanish language is an advantage.

Background
The following contractor will support the work OICT has been asked to carry out as a partner within the framework of the "United Nations Office of Counter Terrorism / United Nations Counter-Terrorism Centre's Global Coordinated Programme on Detecting, Preventing and Countering the Financing of Terrorism," which seeks to enhance the capacity of all Member States in the implementation of Security Council Resolutions 2462 (2019) and 2482 (2019) calling for the strengthening of global efforts to combat money laundering and the financing of terrorism. OICT is building a proof of concept (PoC) for goFintel, the next-generation software platform, which aims to enhance Member States' capacity to collect, use, retain, and transfer tactical and strategic intelligence by employing emerging technologies remaining in compliance with international and regional standards.
Duties and Responsibilities
- Participate in the development, programming, testing, debugging and implementation of new application systems releases, reusable components, modules and functionalities, using established standards for IT technologies, programming languages and tools.
- Translate large amounts of data into immersive, interactive and granular graphical representations with charts, dashboards and network diagrams, applying best practices of data visualization and graphic design theories.
- Prepare technical and user documentation for deployed computer application systems, as well as training materials and conduct technical presentations.
- Maintain functional specifications for computer application systems, programs and procedures developed and/or modified.
- Ensure data security and integrity.
- Perform other duties as assigned.

Required Skills and Experience
Education:

Languages: English and French are the working languages of the United Nations Secretariat. For this position, fluency in English is required; Knowledge of Arabic, Chinese, French, Russian, Spanish language is an advantage.
Evaluation Criteria:
The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as response and having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation.
- Technical Criteria weight - 70%.
- Financial Criteria weight - 30%.
- Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the financial evaluation.
Criteria for Technical Evaluation:
- Qualification – 10 marks
- Relevant Work Experience – 60 marks
Technically qualified consultants will be requested to submit their lumpsum financial proposal in INR i.e. consultants who score more than or equivalent 70% i.e. 49 marks with respect to the above-mentioned evaluation criteria. Consultant should not specify their financial proposal on their CV or with the submission. The CV will not be evaluated further in case the consultant submits the same.
