Background

The UNDP has engaged with the State Government of Uttarakhand to provide technical support in implementation of Uttarakhand State Rural Livelihoods Mission in the state of Uttarakhand. Under this collaboration UNDP in Uttarakhand will also be supporting the different Govt. departments in mobilisation of high quality human resource, implementation of capacity building trainings , monitoring and evaluation, knowledge Management and SHG product Marketing under the mission.

To support State Office in Dehradun, at the state level, UNDP is planning to hire a Project Associate, to work directly under the supervision of Head of State Office and will cover a broad range of project Monitoring, coordination and operational issues to support under the Uttarakhand State Rural Livelihoods Mission.

S/he works in close collaboration with the state government reporting to the State Head providing coordination support to UNDP’s efforts on programme formulation, proposal development and portfolio build up at the state level.

Duties and Responsibilities

Summary of Key Functions:

  • Assist in managing and coordinating implementation of the project on a day-to-day basis
  • Coordination of the Technical support agencies hired under the project.
  • Support on planning and implementation of USRLM activities in the State.
  • Liaison with state government functionaries, public and private sector entities;
  • Support in systematic implementation of Marketing interventions under the project for SHG women
  • Support in development of Knowledge Management products and implementation of Knowledge Management activities under the project

Duties and Responsibilities

Coordination between different stakeholders and their representatives, focusing on achievement of the following results:

  • Provides support in relationship building with state government, UN Agencies, donor agencies and civil society organizations on issues related to UNDP’s work and mandate.
  • Ensures compliance of rules and procedures of Government and UNDP
  • Supports in project implementation at state level.
  • Ensures communication and coordination of meetings with the line departments in a timely manner
  • Prepares agenda items and minutes of the meeting of various projects in consultation with the respective Chair and Head of State Office.

Ensures administrative and financial support for smooth functioning of all the projects in the state like UKSRLM etc.

focusing on achievement of the following results:

  • Prepares budgets for events and proposals
  • Supports procurement processes including preparation of RFQs, ITBs or RFPs documents, receipt of quotations, bids or proposals as per requirement of the state office.
  • Support in Organizing workshops, retreats/ hotel and conference facilities service, as required.
  • Manages protocol matters, coordinates with local authority on space and other administrative matters .
  • Prepares monthly/quarterly/annual financial reports and work plans as per requirement.
  • Submission of Project reports from time to time as required by the government partner.
  • Providing relevant information and suggesting possible solutions on any project related issues

Supports in key social and economic priorities of the State

  • Responsible for writing short concept notes, project briefs and communication drafts.
  • Identifies activities and areas of cooperation to support effective implementation of State schemes or initiatives.
  • Collects, analyses and presents information and data on social and economic priorities.

Provide administrative and logistical support to the formulation and management of programmes

  • Identify sources, gather and compile data and information for the preparation of documents.

Required Skills and Experience

Recruitment Qualifications

Education:

A minimum of Bachelors Degree in Economics, Commerce, Science, Management, or related field.

A Masters Degree in the related field is desirable.

Experience:

A minimum of 3 years of relevant experience in administration and coordination support for project implementation

Experience in the usage of computers and office software packages (MS Word, Excel, etc.). Experience in handling of web-based management systems.

Language Requirements:

Strong verbal and written communication skills in English and fluency in Hindi is required. Knowledge of regional language(s) of the project state would be an asset.

Schedule of payment

Consolidated Annual Consultancy Fee (Remuneration) of Rs 4,80,000/- (@Rs. 40,000/- per month) payable in equal monthly instalments, upon submission of monthly progress report certified by the reporting officer.

Evaluation Method and Criteria:

Preliminary shortlisting would be done based on the following criteria:

Step 1: Short listing would be done based on the following criteria:

  • Educational Qualification - 30 Marks;
  • Relevant Experience - 40 Marks;

Step 2: Personal Interviews (Face to Face/ Skype)

  • Suitability for the assignment - 30 Marks;
