You have:
- An advanced university degree (Master’s or higher) in Social work, Social Science, gender studies, education, community development.
- Minimum 8 years professional experience in the area of research, monitoring and evaluation, international development, as well as developing research tools and questions and producing analytical reports, specifically on programme appraisal.
- Extensive experience using qualitative methodologies and tools to conduct qualitative studies and assessments.
- Very good communication skills, including interaction with government and community members.
- Good knowledge and understanding of the concept of school clubs or children’s clubs and the management of schools.
- Fluency in written and spoken English, knowledge of Portuguese.
- Previous work experience in the region is an asset. Previous experience in the Mozambique context is an asset.

Purpose of Activity/Assignment:
2.1 Objective
The purpose of the assessment is to inform decisions on operations, policy, and strategy on the improvement and enhancement of the activities through Circulo de Interesse.
To support the Government of Mozambique, the Ministry of Education and Human Development to conduct an assessment of Circulo de Interese (CI) in the provinces of Nampula and Zambezia.
The users of the assessment will be:
Ministry of Education and Human Development (MINEDH). Especially the relevant Directorates of MINEDH, including but not limited to: DENUSA, DAT-MINEDH, DINEP, DPE, and Schools (Primary).
UNICEF Mozambique Country Office which includes Education Section and all other related sections.
Development partners in the education sector: UN agencies, international and bi-lateral organizations, NGOs, and CSOs.
This present appraisal/assessment will therefore focus on investigating issues that MINEDH needs more information on, to inform its programming decisions (including planning and implementation of the programme in the future).
2.2 Assessment criteria and questions
The appraisal will look at the relevance, acceptability and adoption, fidelity, feasibility, and sustainability of the Circulo de Intereste (CI). It will include the assessment of the current CI and draw lessons learned to guide the future programme planning and implementation by MINEDH.

2.3 Methodology
The key methodology to be used will include:
Data collection
Desk review of programme documents, Life skill guidelines, Circulos de Interesse (CI) manual, School Council manual, programme activity reports, donor reports, and other relevant materials
Focus group discussions and key informant interviews of relevant programme staff both in UNICEF, MINEDH, DPEs, the Life skills facilitators (DPE), and some beneficiaries (students and teachers).

Draft analysis report submitted (full draft, including the executive summary)
Final report submitted, and presentation delivered

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
