  • Fluency in English and Thai is required.

The Cross sectoral approach – Humanitarian Preparedness and Response, UNICEF Thailand Country Office (TCO) is seeking a qualified consultant to support the country office in the implementation of its Water, Sanitation and Hygiene (WASH) programming and WASH emergency preparedness and response, including field planning, coordination, implementation, capacity building, monitoring and evaluation.

Work Assignment, Expected deliverable and Delivery schedule:

The consultant will work under the general supervision of the Deputy Representative – Programmes, and direction of the Emergency Coordinator and in consultation with WASH specialists in the UNICEF Regional office and sector emergency focal points as relevant to carry out assignments in the following areas:

1. Assignment: Builds and sustains effective close working partnerships with WASH sector public and private counterparts and stakeholders at national and local levels including through the Inter-Sector Working Group (ISWG). Provides regular capacity building and technical support to ISWG WASH Sector Coordination and Advisory group. Monitors the trends and emerging evidence of WASH concerns and the response by public and private partners and analyses this information to advise on the WASH response.

Expected deliverable: Monthly progress report on outreach, planning, partner mapping, support actions, constraints, and lessons learnt.

Delivery schedule: Monthly at end of month

2. Assignment: Undertakes periodic field visits to conduct assessments, monitor and evaluate WASH programme implementation and supplies on the ground. Determines priorities and an appropriate intervention by UNICEF. Revises WASH emergency preparedness plan for TCO. Identifies problems and proposes remedial action. Develops relations to potential new partners.

Expected deliverable: Monthly progress report on progress, outreach, monitoring, evaluation, constraints, and lessons learnt. Periodic update of TCO WASH emergency preparedness plan.

Delivery schedule: Monthly at end of Month; WASH emergency preparedness plan update due 31 July 2023 and 30 June 2024.

3. Assignment: Provides technical support and assistance to NGOs and partners, including organisation of and conducting training and orientation activities, for the purpose of capacity building at the local level, and expansion of coverage of services.

Expected deliverable: Training of trainers (TOT) package/modules developed and delivered.

Delivery schedule: Quarterly report due on 15 September 2023, 15 December 2023, 15 March 2024, and 15 June 2024.

4. Assignment: Develops partnerships to deliver agreed results and supports field level coordination and reporting of UNICEF WASH activities in affected areas particularly through local NGO partners.

Expected deliverable: PD development as directed by supervisor and regular coordination and support.

Delivery schedule: As required

5. Assignment: Follows up with the timely delivery of assistance and procurement of WASH supplies for interventions and monitors the appropriate and effective use of UNICEF resources, working closely with the UNICEF Supply and Logistics section as necessary. Identifies problems and constraints in project delivery. Assists in the collection, recording and analysis of lessons learnt from WASH interventions.

Expected deliverable: Development of a supply plan for PD implementation in coordination with implementing partners.

Delivery schedule: In monthly report as relevant.

6. Assignment: Prepares and drafts all WASH related programme reports for management, donors, contributions to regular reporting, programme analysis, annual reports, and other WASH related briefings or inputs as required.

Expected deliverable: First drafts of WASH related input to donor reports, reports to management, Quarterly TCO Situation report, Humanitarian Performance Monitoring indicators updates, and other output as required.

Delivery schedule: As agreed with supervisor, and 30 June 2023, 15 September 2023, 15 December 2023, 15 March 2024, 15 June 2024.

Professional fees shall be paid monthly, based on invoice submission highlighting completion of monthly deliverables and receipt of said deliverables.

Duration of Contract: June 2023 – June 2024

Duty Travel: Regular visits to the field, will be required to assess evolving situation, to meet implementing partners and other actors, to deliver ToT support, to ensure effective, efficient and coordinated delivery of assistance which can be under difficult and hazardous conditions.

Travel expenses shall be reimbursed monthly and are subject to prior approval by the Supervisor.
