Purpose of Activity/Assignment:

Community health is gaining prominence in Lesotho and at the core is the provision of primary health care services to rural and urban communities with full participation and ownership by the community. Multiple sub-populations in Lesotho remain vulnerable to undesirable health outcomes that require interventions beyond facility level. For instance, 9 % of pregnant women miss antenatal care services, 11 % miss out on receiving skilled delivery, 7% zero dose children, 2% of children require treatment for severe acute malnutrition, 18% of infants whose mothers miss PMTCT interventions are at risk of acquiring HIV. Over the years, community health has significantly contributed to improvements in health outcomes. However, neither has community health been institutionalized, nor community health worker cadre have been professionalized. Lesotho's community health system faces resource constraints, inconsistencies around quality of service and weak coordination which have a negative impact on health outcomes. The Lesotho Ministry of Health (MOH) is committed to advance the community health agenda, considering the impact of the COVID-19 pandemic and the recognition of the important role communities play in strengthening health systems, both as watchdogs and service providers.

For the past year UNICEF supported ministry of health to develop the VHW training tool kit, M&E tools, georeferenced mapping system and community health information system. Now MOH is working towards piloting and integrating all these into general health systems and closely link to existent community structures to promote quality health service delivery. The facilitator manual has been finalised and needs to be piloted and to be adopted as a national facilitator manual for Village health worker program. This document needs

need high quality and appealing finishing and packaging for publication – both for print and digital versions. This product requires the services of a consultant who will provide language editing and graphic design services for internal and external dissemination. Considering this, UNICEF Lesotho is seeking a Village Health Worker tool kit editor, translation and designer consultant who can offer English language editing, Sesotho language editing and graphic designing services for the Community based health services program.

Scope of Work:

• Under the supervision of the health officer, the consultant is expected to undertake the following key activities:

o Conduct high quality English and Sesotho language editing.

o Undertake high quality graphic design and layout designing for each product in two final versions (1) For printing (2) For online – normal PDF. UNICEF will be sharing with the consultant materials (text, photos etc). It is crucial that designs for the work are stable, compelling in style, and in conformity with the UNICEF look book.

  • A minimum of 2 years of relevant work experience focused on areas related to donor relations, reports writing, and quality assurance of donor reporting is mandatory

Education

  • University degree in relevant areas such as public health, nutrition programme disaster risk management and response, social and economic development, international cooperation, communications.

Language

  • Fluency in English

Qualifications and specialized knowledge

  • o Expertise in writing technical documents, applying analytical skills.
  • o Ability to organize, compile and summarize inputs from different writers, provide clarity using result-based languages.
  • o Ability to synthesize complex documents into key messages.

Following skills/experiences are an asset

  • o Experience with editing and proofreading UN documents and familiarity with UNICEF’s style and UN editorial manual desirable.
  • o Advocacy and presentation skills are an asset.

Individuals engaged under a consultancy will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
