  1. BACKGROUND

Mozambique is still in the process of developing ECE sub-system. Given the fact that ECE system in Mozambique is still at infancy stage, it is crucial for key education personnel to have the right knowledge and understanding of what is required for building a sound system. An effective ECE sub-system requires several enabling factors, including strong policy frameworks, dedicated budgets and ministerial leadership. It is extremely important that the sub-system is built on those grounds.

In 2019 MINEDH together with MGCAS and other partners, supported by UNICEF, conducted a diagnostic exercise of the pre-school subsystem (Children from 3-5 years of age). The ECE training module has been developed based on the findings and recommendation from the Mozambique ECE diagnostic report specially to strengthen Early Childhood Education Sub-system in Mozambique. The contents include overview of ECE in Mozambique; ECE Enabling Environment; Effective planning and budgeting Curriculum development and implementation ECE Workforce; Family and Community Engagement; Quality Assurance; Wrap up and evaluation.

The ECE training manual can be used to develop a plan for how to strengthen the enabling environment and align the subsystem with the revised education law. A quality preschool system requires relevant staff at the national and provincial and district levels with the necessary skills to lead and technically support the subsystem (including preschool management, planning, training and quality assurance staff). In addition, the management of the preschool education subsystem must be established with clear roles and responsibilities from the national to the local level.

  1. PURPOSE:

To support the Government of Mozambique to conduct ECE training on ECE sub-system.

The main goal of conducting the ECE training is to strengthen ECE/D systems by equipping stakeholders with the necessary knowledge and skills for effective service delivery in the ECE sub-system.

The outputs of this consultancy will be extensively train the key stakeholders of the ECE sub-system; mid/senior government officials of MINEDH (Ministry of Education and Human Development) and MGCAS (Ministry of Gender Children and Social Affairs) from Planning, Curriculum, Primary/pre-primary, Finance and Human Resource departments, Finance officials and Academia/University/Teacher Training personnel. With this training the key stakeholders will have adequate knowledge and skills which link to their roles and responsibilities so they can perform effectively in the management of the ECE sub-system in Mozambique.

  1. OBJECTIVES****:

To conduct ECE training to the key stakeholders of the ECE sub-system; mid/senior government officials of MINEDH (Ministry of Education and Human Development) and MGCAS (Ministry of Gender Children and Social Affairs) from Planning, Curriculum, Primary/pre-primary, Finance and Human Resource departments, Finance officials and Academia/University/Teacher Training personnel.

Learning Objectives

1.To provide clear understanding of a systemic approach for building and understanding the key elements of a comprehensive pre-primary/ECE sub-system.

2. To develop common understanding among key ECE stakeholders (mainly key government officials representing all the five (5) thematic areas) about the existing situation of ECE in Mozambique and how to identify key priorities across the sub-system to improve equitable access, efficiency and quality of pre-primary provision;

3.To briefly orient/create awareness on global tools such as BELDS, technical guidance for ECE workforce development, quality assurance, ELDS, etc. which are key for system strengthening.

  1. METHODOLOGY AND TECHNICAL APPORACH:

The training will take place over a period of three (3) consecutive days with participatory training methods such as presentations, group discussions, questions and answers.

The training manual includes clear schedule and guidance for every session including methodologies.

The training will focus on 6 key areas:

  1. Overview of ECE and Enabling Environment in Mozambique
  2. Effective Planning and Budgeting
  3. Curriculum Development, Implementation and Monitoring including ELDS
  4. ECE Workforce
  5. Family and Community Engagement
  6. Quality Assurance and Evaluation

ACTIVITIES AND TASKS:

Working in close collaboration with the Ministry of Education, and under the guidance and supervision of UNICEF Mozambique, the Consultant will carry out the following process/actions and conduct the ECE training on sub-system for 5 days.

5.1 Training preparation (the development of training materials for the six modules including tools for work sessions and guided instruction, develop agenda, pre- and post-test, training method, training material, discussion through online meetings etc; roles and responsibilities during the training session and discuss with the training translator 4 days (remotely)

5.2 Visit the training place and give advice on the setting arrangement

5.3 Conduct/ facilitate the ECE training

5.4 Conduct meeting with MINEDH & Output 1 team after each day of the training

5.5 Write the report of the training including recommendations and suggestions/action points/next steps

5.6 Updating training manuals with lessons and recommendations from the training

5.7 Debriefing with MINEDH and Output 1 team on the results and recommendations, possible for Chief of Education to attend

  • 17 working days (4 days remotely and 13 days in the country)
  1. DELIVERABLES AND PAYMENT TERMS:

Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will make reference to the contract reference and deliverable number.

Delivery timeframe: 17 working days (2 ½ weeks)

Deliverable/product(s):

    Payment (%): 100% upon completion of the deliverables

  1. MANAGEMENT & SUPERVISION:

The consultant will be managed by UNICEF and supervised by Education Officer for ECE training.

To qualify as an advocate for every child you will have…

  • The consultant must have following qualifications and experience to be eligible to apply for the assignment:

    • Advanced university degree in Education (preferably in Early Childhood Education), Early Childhood development or in Social Sciences
    • At least 5 years of experience in the field of Early Childhood Education
    • Sound knowledge and experience in developing Early Childhood Education/Preschool Education training manual and training on ECE sub-system/sub-system
    • Proven ability to facilitate workshops/trainings
    • Proven ability to write high quality documents or reports
    • Experience in working with UNICEF or other UN agencies in the relevant field in Africa would be an asset
    • Knowledge on the ECE sub-system in Mozambique would be an asset
    • Excellent communication skills; interpersonal, networking, analytical and computer skills.
    • Fluency in English and a good working knowledge of Portuguese.

Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
