How can you make a difference?

1- Coordinate and provide strategic and technical inputs to different analytical and programmatic processes and documents such as the draft SITAN, the draft health and nutrition outcome under the new APD and for adequately positioning UNICEF health and nutrition programme as part of the new UNDSCF outcome 2 related to essential basic services.

2- Provide strategic guidance to the on-going humanitarian response in the health and nutrition sectors, also following the 3 days escalation in the Gaza strip; Support the HRP and HAC processes for 2023, Ensure regular consultation and coordination with key partners at all levels, in particular WHO, for a joint and coordinated response and advocacy.

3- Provide strategic guidance and recommendations for strengthening coherence and integration between the various components, health, nutrition and ECD, in view to achieving common results as part of the new APD. Support the development of a joint TOC with the other sectors on Early Childhood Development building on the recommendation from the evaluation.

4- Provide strategic and technical recommendations to MOH for the expansion and integration of nutrition services at PHC and to MOH and MOE for strengthening and expanding the NFSI in schools.

All activities will be carried out in a participatory and consultative manner.

Deliverables and deadline(s) for submission:

Each deliverable will be reviewed and cleared by the Programme Management Unit and the partners, and hence time and flexibility need to be allocated for the review/revision processes for each deliverable. The below tentative deadlines have considered this, which should also be reflected in the inception plan (deliverable).

Provide strategic recommendations for enhanced synergies between the various components covered by the health and nutrition section, building on existing synergies

Key recommendations for enhanced synergies between components to be integrated into the new work plan, including the development of a TOC for Early Childhood Development.

28th October

Provide strategic and technical recommendations to MOH and MOE for the expansion of the nutrition programme

Quality contributions and advocacy provided to MOH and MOE for expanding the nutrition programme

Frequency of Reports: The consultant will have weekly online meetings with the supervisor/PMU for reporting progress. No separate written progress reports will be required as the assignment is focused on and paid against the specific deliverables

Recourse: UNICEF/PMU reserves the right to terminate the contract and/or withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF/PMU and the partners are not followed.

The consultant must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference. The deliverables will remain the copyright of UNICEF/PMU.

Estimated duration of contract and Tentative Dates

45 working days within a 2-month period preferably from Sep. to Oct. 2022.

Cost and Terms of Payment

The consultancy will be for 45 working days within the period of late Sep. 2022 – Oct. 2022. The consultant will organize his/her time accordingly.

Candidates should submit a financial proposal for the assignment, outlining all-inclusive fees (including professional daily fees and travel expenses for one mission to Palestine etc.)

The agreed fee for 45 days will be paid to the consultant in 2 equal installments on receipt of the agreed deliverables above.

Duty Station:

The consultancy will be home-based and Remotely with one mission to Jerusalem, State of Palestine.

To qualify as a Champion for every child you will have:

  • Advanced university degree in Public Health and Nutrition (preferably with specialized training in public health and nutrition planning, health and nutrition education, health care system management, HIV/AIDS prevention, immunization, or epidemiology), Child Development, Social Policy, Social Development, Community Development, or other relevant disciplines.
  • Eight years of professional work experience at the national and international levels in planning, programming, implementation monitoring and evaluation of health and nutrition programmes relevant to child survival, health & nutrition care.
  • Professional work experience in a managerial position, or a technical expert position in health, nutrition, and child survival & health care.
  • Developing country work experience (for IP) or field work experience (for NO)
  • Background/familiarity with Emergency.
  • Knowledge of Arabic is of advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
