Purpose of Activity/Assignment:

UNICEF Supply Division, Vaccine Unit, procures vaccines and ancillary equipment to low- and middle-income countries globally. To support further development and implementation of sustainability actions in line with the UNICEF Supply Division Strategic Plan and Theory of Change, a Vaccine Centre (VC) specific strategy and execution plan will be developed. This work will be carried out in close collaboration with the Vaccine Centre sustainability leads and Supply Division sustainability focal points.

In support of procurement sustainability in VC, expertise in strategy development and project management is required. Experience addressing environmental, social and economic sustainability is recommended. Experience with sustainability implementation by/in (Pharma/Health Tech) industry is desirable.

Scope of Work:

The Vaccine Centre Sustainability Consultant will provide a consolidated view of information available and relevant to global vaccine procurement sustainability to inform development of a short and long-term strategy. The consultant will work closely with sustainability focal points to determine appropriate goals for the Centre around environmental, social and economic sustainability. Activities will be identified which expect to elicit greatest impact while maintaining overall health of a portfolio.

Activities and deliverables:

  • Landscape analysis
    • Review global, United Nations and Supply Division sustainability resources.
    • Document strategic objectives and indicators relevant to vaccine procurement
    • Summarize social, environmental and economic sustainability data sources relevant to vaccines, including but not limited to products and manufacturing.
  • Vaccine manufacture sustainability
    • Determine specific sustainability requests that should be included in tenders for manufacturer input. Where feasible include lessons learned from pharma industry and/or sustainability leaders in the manufacturing industry, e.g. via consultation.
    • Outline the strengths, weaknesses, opportunities and threats associated with tender decisions that may be based on sustainability metrics.
    • Work with VC colleagues to propose SD actions that will drive sustainability improvements while maintaining overall market health.
  • VC Sustainability Strategy development
    • Draft a Vaccine Centre (VC) sustainability strategy, including short and long-term objectives and activities that align with SD Procurement Goals and SDGs.
    • Work with Strategic Partnerships and Knowledge Management Center (SPKC) and implementing Centres (procurement and operational) to define how Vaccine Centre sustainability activities can be measured and monitored. Develop a monitoring and evaluation framework.
  • Information exchange and database logic flow
    • Integrate sustainability information into existing Vaccine Centre data systems.
    • Determine what information, if any, needs to link to the SD Sustainability knowledge portal.
  • Internal collaboration
    • Liaise with Supply Division sustainability focal points that touch on vaccines, e.g. supply chain, devices, transport to map sustainability initiatives and linkages to the Vaccine Centre.
    • Develop a plan for cross-Centre collaboration.
  • Action plan
    • Support the drafting of specific Sustainability project proposals that will be required to meet the strategic objectives.
    • Outline milestones, human resource requirements, budget and activities timeline.
  • Help prepare presentations, proposals and/or recommendations to key stakeholders, as needed.

Payment based on deliverables (daily rate X workdays/deliverable), on certification of the Hiring Manager.

To qualify as an advocate for every child you will have…

  • An advanced university degree (Master’s or higher) in global health, environmental science, procurement or related field is preferred. *A first University Degree in a relevant field combined with 2 additional years of professional experience may be accepted in lieu of an Advanced University Degree.
  • Professional Experience: - Minimum five - ten years of relevant professional work experience in the following areas: project management and data analytics, strategy development (required), public health and pharmaceutical/vaccines industry (desired) (20) - Experience in supply chain, planning and implementing climate change, environmental and sustainability initiatives is desirable. (10) - Experience consolidating information across multiple resources, developing and evaluating quantitative models, and developing meaningful insights and recommendations based on the data (10) - Advanced ppt skills and ability to draft impactful materials for senior stakeholders with quick turnaround (15)

    Other Skills and Qualifications (10): - Ability to proactively capture information from multiple sources, engaged across an organization, and synthesize data into a framework for drawing insights, - Organized, self-motivated, excellent problem solver. - Knowledge of the environment in which UNICEF and the UN system operate -Developing country work experience and/or familiarity with emergency is considered an asset.

  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
