Assignment Purpose, Objectives and Scope

Purpose of Activity/Assignment:

The Secretary-General in its 2017 Report on special measures for Protection from Sexual Exploitation and Abuse, has confirmed and strengthened United Nations commitment to take actions for prevention, response and end of impunity for sexual exploitation and Abuse (SEA) by UN staff and related personnel. UNICEF has developed Minimum Operation Standards for Prevention of Sexual Exploitation and Abuse, which establishes necessary measures for the organization to meet its responsibilities and accountability regarding SEA. UNICEF Mozambique has also developed a solid PSEA architecture to ensure the application of the SG bulletin and IASC guidance on PSEA, comprising: PSEA annual workplans; ii) the organization of regular PSEA committees to coordinate action and monitor progress on workplan implementation; iii) the establishment of a network of PSEA focal points and resource persons across sections and field offices.

Mozambique counts with an important humanitarian presence addressing the displacements cause by conflict in Cabo Delgado and Nampula, the devastations caused by floods, storms and cyclones and disease outbreaks. Against this context, it becomes imperative for UNICEF and humanitarian partners to ensure that assistance to affected populations be provided safely, and that all population groups be protected by any form of sexual abuse and exploitation. As part of the effort to protect populations from risk of SEA, in 2020 UNICEF adopted a PSEA risk assessment system that enabled the evaluation of national partners (IPs) and the adoption of measures aiming at strengthening their capacities across six core standards for PSEA. Starting from September 2022, UNICEF is transitioning to the adoption of the UN common tool for PSEA risk assessment, that allows for the assessment of national and international IPs while establishing a common evaluation system for multiple UN agencies.

Against this background, UNICEF Mozambique Office is seeking a PSEA consultant to support the implementation of the annual workplan, the strengthening of PSEA capacities and systems and facilitate the transition to the new assessment system.

Objectives of the consultation

The incumbent of this post will be responsible for:

  • Providing UNICEF PSEA Committee, UNICEF staff, Implementing Partners, Suppliers with technical support, capacity strengthening and oversight
  • Leading and monitoring the implementation of UNICEF PSEA workplan
  • Supporting implementing partners on conducting the PSEA risk assessment and reducing their risk level within the recommended timeframe

Scope of Work:

Under the supervision of the Gender Specialist and with accountability to the Country Representative, the consultant will be tasked with the following:

Strategic Advice and Coordination

  • Supporting UNICEF staff and IPs on capacity strengthening for SEA case identification and reporting;
  • Advising UNICEF staff on case management and SEA risk reduction measures;
  • Supporting the Deputy representative in the organization of the PSEA committee meetings (agenda development, revision of minutes, presentations, coordination of committees members etc)
  • Participating to and ensure coherence with the work of the Mozambique PSEA Network, including (but not limited to) organizing dedicated training for partner, attending meeting, sharing information;
  • In coordination with Social & Behaviour Change, Participation, Rights, Disability Inclusion, Innovation and Gender (SPRING) section, supporting MCO to expand/strengthen communities’ access to safe and accessible reporting channels

Implementation and monitoring of the PSEA workplan

  • Updating the information on the PSEA workplan implementation progress in collaboration with UNICEF sections, PSEA resource persons and focal points;
  • Providing technical assistance to field offices for the implementation of their workplans
  • Coordinating with FPs and field offices for informing the monthly sitrep
  • Preparing updates and briefs for all staff and CMT meetings
  • Supporting data gathering across sections for end of the year UNICEF reporting on PSEA
  • Supporting and monitoring the discussion of capsule content with sections and field offices

PSEA risk reduction

  • Identifying and supporting IPs required to conduct the reassessment with the UN Common tool;
  • Coordinating with UNICEF programme officers for the compliance of programme documents with PSEA requirements (conduct of risk assessment, preparation of PSEA action plan, inclusion of relevant activities, budget and indicators in the PD)
  • Monitoring IPs risk reduction progress within the given timeframe (including the regular update of a monitoring matrix for all assessed IPs)
  • Supporting IPs on the implementation of risk reduction workplan and provide dedicated technical assistance and building capacity where required to ensure compliance with Core Standards indicators
  • Assisting Social Policy and Social Protection (SPSP) section on integrating PSEA risk reduction in cash related interventions implemented by the Government (INAS)
  • Monitoring the rollout of Safe Distribution Guidance
  • Following up on the pilot PSEA risk assessment and reduction for suppliers
  • Collaborating and coordinate with partners, field offices and UNICEF sections to ensure sensitization activities on SEA are implemented across communities, and establish systems to track and monitor implementation;

Training and capacity building

  • Preparing and translating (ENG/PT) training materials adapted to different audiences and purposes on PSEA (Government, service providers, suppliers, humanitarian staff, community workers and actors, community focal points, etc)
  • Organizing and (co)facilitating capacity building sessions within UNICEF (mandatory trainings, initial briefings, joint trainings with HR…), for partners and stakeholders (ToTs, Government, suppliers…), and in partnership with Mozambique PSEA Network (consistently with workplan and with specific needs)
  • Organizing and delivering trainings for Linha Verde and Linha Fala Crianca on PSEA
  • Facilitating the PSEA presentation during the Emergency Preparedness and response training
  • Tracking and following up on PSEA material distribution, adaptation, use
  • Coordinating with UNICEF regional office and PSEA Network for the organization and delivery of Investigation trainings
  • Updating the data base for registering PSEA trainings conducted for UNICEF personnel and partners aligned with reporting requirements.
  • Updating the PSEA folder directory and file PSEA related content.

Methodology and Technical Approach

The Consultant is expected to work remotely with in-country missions as required. He/she will work with the PSEA focal points and resource persons to conduct trainings (as needed), monitor implementation, assist IPs and respond to specific needs (ex in case of sudden emergencies).

A four week mission will be organized in coordination with the Gender Specialist and Country Representative to enable face-to-face trainings and field offices support.

  • Briefs produced for CMTs - Continuous (31/10 – 28/2)
  • End of year reporting on PSEA completed for dedicated platforms and reports (COAR, CSIs, etc) – 31 December 2022
  • Capsule content produced for end 2022 and Q1 2023 – December 2022
  • PSEA risk reduction for Ips - Continuous (31/10 – 28/2)
  • SOPs for PSEA risk reduction in Child Grant finalized and INAS supported for implementation – December 2022
  • Training and awareness raising package in PT available – November 2022

To qualify as an advocate for every child you will have…

Knowledge/Expertise/Skills required:

  • An advanced university degree in one of the following fields is required: international development, human rights, psychology, sociology, international law, or another relevant social science field. Mental health and/or legal educational background/training will be considered an advantage;
  • IASC PSEA Training for Coordinators will be considered an advantage;
  • A minimum of 8 years of professional experience in design, implementation and management of protection or GBV programming, child safeguarding, preferably with the UN and/or international NGO.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
