Our objective is to ensure that every child in the Gaza Strip and the West Bank, including East Jerusalem, irrespective of background or circumstance, has an equal chance to fulfil their potential. In continuation to these efforts, UNICEF seeks the services of a consultant who will develop the Partnership and Resource Mobilization Strategy for the current programme. The consultant will be working with different colleagues in the Programme and Operations sections, most likely through virtual engagement, in developing a compelling narrative for mobilizing resources for children in the State of Palestine.

How can you make a difference?

The funding situation in the UNICEF State of Palestine has been uneven, exacerbated by the COVID-19 pandemic. This requires a robust forward-looking Partnership and Resource Mobilization strategy which takes into account this changing donor landscape as well as assessing lessons learnt from past and current resource mobilization efforts. This strategy must also explore new aid modalities and actors and outline a systematic and strategic approach to leveraging existing and new partnerships as well as recommend how to diversify the resource base for results in the State of Palestine, including with the private sector.

As an advocate for children, you will have the following duties/tasks:

  • Identify the resource requirements for the Programme of Cooperation 2018-2022 and the estimated gaps and possible sources;
  • Contribute to developing a compelling narrative about the results that will be achieved with the required resources, initially to cover the resource requirements till the end of 2022 and with a 5-year horizon;
  • Identify potential donors/partners (public sector, private sector, foundations, UNICEF National Committees, among others) and contributors (e.g. other UNICEF divisions, UN Agencies, Funds and Programmes, International Financial Institutions) – donor mapping and options for obtaining resources from within the organization, and assess the importance and potential of vertical core funding sources;
  • Reinforce capacity, where needed, of programme colleagues in terms of resource mobilization;
  • Contribute to coordination with other UN agencies in identifying (innovative) approaches towards joint fundraising;
  • Contribute to linkages with the Communication and Advocacy Strategy.

Content of the Partnership and Resource Mobilization Strategy:

A comprehensive Partnership and Resource Mobilization Strategy, that includes:

  • An overview of the resource situation and potentials, and analysis of past funding experience, explores future opportunities and strategies, details workflow processes and mechanisms for contribution management and outlines a time-bound action plan to systematically research and mobilize funds for key results
  • A matrix with clearly defined accountabilities for action and follow-up and other tools, as appropriate, in addition to recommending how to develop and maintain strategic partnerships and engagement with key donors (past present and future).
  • An annex that maps donor interests, priorities, funding windows and points to clear actions that should be taken to mobilize funds and develop/maintain relationships with these donors
  • An annex that outlines a series of fundraising materials and suggested interventions that need to be implemented to secure funding/raise the profile of key results.
  • An action plan that outlines clear timelines for the action proposed.
  • A plan for building the capacity of key staff in mobilizing and leveraging resources and developing and maintaining partnerships

Recourse: UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if performance is unsatisfactory, if work/outputs is incomplete, not delivered or for failure to meet deadlines, if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF are not followed.

  • Coordination and collaboration will be necessary with the Education Cannot Wait Multi-Year Resilience Programme (ECW/MYRP) resource mobilization strategy development exercises. This includes sharing information and avoiding duplication, particularly regarding meetings and interviews among UN agencies the UN agencies, the donor community and within the UNICEF Palestine office.
  • The consultant must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference. The deliverables will remain the copyright of UNICEF.

Estimated duration of contract and Tentative Dates

Duration: 60 working days

Dates: 15 November 2020 – 15 February 2021

Cost and Terms of Payment

The consultancy will be paid for 60 working days within the period of 15 November 2020 - 15 February 2021.

Candidates should submit a financial proposal for the assignment, outlining all-inclusive fees (including professional fees, other professional expenses, insurance etc.).

The agreed fee for 60 days will be paid to the consultant in three installments on receipt of the agreed deliverables as below:

⁃ Payment 1: 30% at the submission of the report on narrative for results to be achieved.

⁃ Payment 2: 30% at the submission of the scoping report

⁃ Payment 3: 40% at the submission of the final Resource Mobilization Strategy

Duty Station: Due to COVID-19 pandemic, the consultancy could be home-based and completed remotely. However, if the travel restrictions are lifted, the consultant could be requested to travel to the duty station.

The consultant is expected to use his/her own ICT equipment.

Official Travel Involved: May be required based on the travel restrictions.

To qualify as a Champion for every child you will have:

  • Advanced University Degree in Social Science, Public Policy, Economics, Political Science, Planning or related field.
  • At least 8 years of experience in resource mobilization and/or partnerships building.
  • Experience with developing resource mobilization plans within UNICEF and/or other UN-organizations and development agencies an asset
  • Language: Highly proficient written and oral skills in English with the demonstrated ability to draft reports, strategies, and advocacy materials in a clear and compelling manner;
  • Knowledge of Arabic is an asset.
