How can you make a difference?

The purpose of the consultancy is to support the eight ROSA (SAARC) region countries with the implementation of WASH in Health Care Facilities. This will include but not limited to: Assessing and developing country specific standards, capacity development and training activities in WASHFIT and HCWM of health managers and health care practitioners at regional and country level maintaining quality control of the capacity building sessions ensuring consistency and avoiding overlaps. The consultancy will also support the development and enhancement of capacity on data and information management as well as timely reporting on improvements made at health care facilities on the eight practical steps and the 5 Win HCF domains of Water supply, Sanitation, hand hygiene, waste management and environmental cleaning.

Summary of key functions/accountabilities:

The key assignments of this task include the following:

•Review implementation status of WASH in HCF plans for each of the eight countries.

•Assess country specific WASH in HCF standards adopted within each of the countries, determining their appropriateness and consistency with regional/global standards and approaches.

•Review implementation status of WASHFIT, IPC training and capacity building activities undertaken and HCWM status within ROSA countries in coordination with UNICEF country team WASH and Health focal points in to map out status.

•In coordination with UNICEF CO joint health and WASH teams, conduct a rapid scoping of bottlenecks and opportunities for scaling up WASHFIT, standards and HCWM in the eight countries from policy, strategy to monitoring.

•Based on the implementation review and rapid scoping findings, develop a regional report on WASH in HCF and HCWM implementation status in the region including regional and country specific recommendations to accelerate implementation focusing on a WASH in HCF systems strengthening approach.

•Liaise with UNICEF CO Health and WASH focal points in identifying gaps in WASHFIT training requirements for each of the eight CO’s including development of a country WASHFIT training roadmap and detailed plan.

•Propose a medium-term regional WASH in HCFs capacity building scale up plan for ROSA use.

•Coordinate country specific training of trainer’s sessions on WASHFIT implementation for government partners and other stakeholders including UNICEF staff.

•As guided by the ROSA WASH in HCF focal point, provide country specific technical support on WASH in HCFs, Standards, WASHFIT,HCWM, the Eight practical Steps and monitoring platforms.

•Support COs to update the monitoring platform on SharePoint to systematically upload information to track and disseminate information on implementation of WASHFIT including data on the 5 domains

•Review staff capacity surveys, identify gaps, undertake additional survey and consultations as required.

•Prepare a comprehensive regional report on lessons learned and best practices on WASH in HCF implementation adopted by each of the countries.

•Develop and disseminate knowledge management products and capacity development reports on programmes and events conducted.

To qualify as an advocate for every child you will have…

A. Education:

Advanced university degree (Masters or equivalent) in relevant field such as in Public Health, Environmental Health, Engineering, Social Sciences or related field relevant to international WASH/Health programming.

B. Experience:

  • Minimum ten years of sol id professional WASH sector or water resources management experiences in the UN or other international organization, government, or the private sector of which:
  • At least seven years of experience in public health issues in developing countries, at middle- level management
  • At least five years’ experience in implementing WASH and or WASH in health care facilities programmes essential.
  • Demonstrated knowledge of WASHFIT and Waste management and environmental cleaning aspects in healthcare facilities.
  • Proven skills in facilitating training, conducting webinars, meeting and conferences.
  • Solid knowledge of tools and methods for capacity assessment, data/statistical analysis and reporting platforms.
  • Strong communication skills (written and oral) in English are required.
  • Familiarity with UNICEF WASH programmes and sector systems strengthening
  • Excellent interpersonal skills and demonstrated experience working in a multicultural environment.

C. Language Requirement:

A Fluency in English is required. Knowledge of local language (Asian) is an asset.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
