How can you make a difference?

Scope of Work:

The present consultancy work consists of supervision, inspection and documentation of the water supply entire cycle including drilling, installation of the manual or solar pump and other related constructions/rehabilitations until the delivery of the infrastructure to the contracting entity. The following works are included:

A. Participate in the inspection of the contractor’s workshop verifying all the equipment allocated to this assignment.

B. Monitoring the contractor's mobilization and confirm that the equipment and materials presented in the shipyard inspection are those present on the field.

C. Monitoring the geophysical survey and identification of the favourable areas for drilling.

D. Supervision of the drilling and construction work under the following terms:

• Drilling of the boreholes including description of the lithologies crossed by the borehole.

• Borehole casing including filters and sealing.

• Borehole cleaning, development and flow test.

• Installation of manual pump type Afridev/Africa Pump.

• Review the drawings submitted by the contractors, in the case of solar systems, verifying the following aspects: dimensioning of the tower structure and all system components, location and orientation of solar panels, community engagement to ensure systems maintenance.

• Installation of the solar pump and respective solar panels and accessories.

• Construction of the platform and complementary works according to the specifications.

• Training of the maintenance group.

• Confirmation of delivery of maintenance keys of the hand pump.

• Confirmation of delivery of the maintenance manual, in the case of solar systems.

E. Promptly notify UNICEF in case of any deviation from the standards set out in the BoQ and contract specifications.

F. Confirm every positive borehole, considering the criteria established in the contractor’s contract and specifications.

G. Monitor and report the contractor's performance on ​​Environmental and Social Safeguards using the appropriate form that will be provided.

H. Interact and collaborate with the Supervision Firm, including contributing to the preparation of his/her monthly and final construction report.

Deliverables and payments

Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant

To qualify as an advocate for every child you will have…

  • Bachelors degree
  • Disciplines: University Degrees in Civil, Hydraulic, Rural Engineering or Geology. A
  • Developing country work experience and/or familiarity with emergency is considered an asset.

Knowledge/Expertise/Skills required:

  • Degree in Civil/Hydraulic/Rural/Geology
  • Solid knowledge in solar water supply systems.
  • At least 3 years of experience in the construction or supervision of water supply construction works.
  • Knowledge in ​​Environmental Management is an advantage.
  • Fluent in Portuguese, spoken and written.
  • Knowledge of the local language in the project area will be an advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
