You have:
- An advanced university degree (Master’s or higher) in Child Protection, Social Work, Humanities, or similar field
- A minimum of 8 years’ experience in Child Protection, Social Work – strong knowledge of GBV considered an asset
- Strong Knowledge of the public sector (governing laws, organizational decrees of ministries, etc)
- Advance knowledge of child protection case management – experience in implementing the National SOPs for the Protection of Juveniles in Lebanon considered an asset; experience in GBV case management is also an asset
- Excellent analytical, conceptual, and writing skills
- Strong writing and communication skills in Arabic, good English or French communication skills
- Ability to analyze complex information

UNICEF is seeking an individual consultant to develop inter-ministerial referral pathways for the safe identification, and timely referral and management of child protection cases including the cases of adolescent girls at risk of GBV , under the leadership of MOSA and in collaboration and partnership, as a priority, with the Ministries of Education and Higher Education (MEHE), Public Health (MOPH), Ministry of Labor (MOL), and Agriculture (MOA). The referral pathways aim at ensuring complementarity of services provided by line ministries concerned and avoid fragmentation. During the inception phase, additional ministries may be considered for inclusion in this exercise.
The pathways should draw on similar efforts already completed or underway with each ministry as relevant and should be developed through a thorough consultative process with the stakeholders concerned including Ministries, UN Agencies, and NGOs. The pathways should also build on the community-based pathways already active in response to the Syria Crisis under the Lebanese Syrian Crises Response Plan (LCRP).
Referral pathways should reflect processes at both national and deconcentrated and more importantly the decentralized level, while proposing the needed institutional arrangements to ensure commitment of different line stakeholders the implementation at national and field level

- Available literature at national and international level. Attention to experience of other countries operating referral pathways at inter-ministerial level. Look at referral pathways operated by sectors in Lebanon.
- Legal documents, applicable laws of relevant ministries, policies, procedures and SOPs (law, organizational decrees, existing draft internal referral pathways with relevant ministries, administrative circulars and decisions)
- Reviewing the internal referral pathways of MoSA, MEHE and MOPH and other relevant documents
2.b Consultations and Development of Detailed Action Plan
- Discussion with MOJ, MEHE, MOPH, MOL, MOA, MOT, ISF
- Develop detailed action plan with clear timeline
Share inception report and detailed action plan with MOSA and UNICEF for feedback

- Facilitate internal workshop/s within MOSA to define the scope of MOSA’s case management services in relation to the types of services it will manage internally fully and what will be referred to other service providers
- Consultation Workshops with relevant stakeholders at the national and field level to define the parameters of the referral pathways including MoSA internal referral pathway
- Common workshop among different ministries concerned to define core concepts, principles and vision of referral pathways.
- Consultation meetings with stakeholders at local level (teachers, social workers, labor inspectors).

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
Payment of professional fees will be based on submission of agreed deliverables. UNICEF reserves the right to withhold payment in case the deliverables submitted are not up to the required standard or in case of delays in submitting the deliverables on the part of the consultant
