Madagascar Country Office has one of the highest reporting burdens in the Organisation. In 2023, Madagascar will send 145 reports to its donors, mainly in English, and of varying lengths and levels of detail, across all programme sectors. UNICEF Madagascar has a broad and varied donor base covering the public and private sectors, international financial institutions, and individuals. UNICEF Madagascar remains an attractive proposition to donors and partners and in recent years resource mobilization efforts have been intense and fruitful, but it requires lots of work to maintain and promote UNICEF’s reputation for delivering and reporting results for children.

Madagascar is looking for a high-quality consultant who can support the Country Office through a busy period of reporting in late 2023 and early 2024.

How can you make a difference?

From the 1st of December 2023 until the 30th of May 2024, UNICEF Madagascar will have to submit 75 reports to its donors, a figure which is likely to increase as new grants are created, and which doesn’t include the end-year results reporting, but does include the comprehensive thematic reports due in March of each year. The workload for reporting is high in Madagascar, as such the CO is looking to recruit a consultant to support through this challenging period.

The consultant will be charged with responsibility for planning, managing, reviewing, correcting, finalizing, and submitting all reports in this period, which includes some donor relations and grant management requirements. The consultant will work closely with heads of the section and with the Chief of the Planning and Monitoring section as well as the newly recruited Resource Mobilization Specialist as part of a partnerships team delivering high-quality reporting services to our donors. Reports will be submitted on time, to exacting quality standards, following a review and validation process by the senior management as laid out in the CO Standard Operating Procedure. This includes information on financial management and budget execution. As such the consultant will need to be well organized, meticulous, good at working with other teams and under pressure, and able to produce work of high quality often on short notice.

Deliverables :

• 75 reports of high quality submitted;
• Collaborate as necessary with donors on reporting templates, content, follow-up and other requests;
• Support as required to the RM Specialist to develop proposals, liaise with donors, and coordinate grant initiation.

To qualify as an advocate for every child you will have…

• An advanced university degree (Master’s or higher) in project and programme management and administration.
• Outstanding drafting and writing skills in English;
• Knowledge of UNICEF, its systems and procedures, its donor base and its partners, is an obvious advantage;
• Strong skills in strategic project design and resource mobilisation;
• Advanced understanding of monitoring and evaluation systems and results-based management principles;
• A good understanding of crosscutting themes such as climate change and adolescent girls;
• Experience with both humanitarian and development programme management and reporting, with UNICEF and in different country contexts if possible;
• Experience with other agencies in the UN system will be an advantage for the reporting of joint programmes;
• Ability to speak French and write in good French;
• Knowledge of and experience working in Madagascar will be a critical advantage.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible for ensuring that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully vaccinated status against SARS-CoV-2 (COVID-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
