How can you make a difference?
The consultant is expected to participate in the national workshop and 5 district level workshops that will be prioritized by the national contingency taskforce. The objective of this consultancy is to capture and compile notes during the 2-day national workshop and district level workshops and produce a technical report on the proceedings of the Contingency Planning workshops. Each of the technical reports shall include all the presentations made during the workshop, a narrative summary of the proceedings and discussions and the professional observations from the processes and outcomes of the workshop. The consultant will use the notes to draft the Contingency plans using the template that will be provided by UNICEF. The consultant will also support with the drafting of the contingency plans from the rest of the districts (12 districts) using the notes that will be provided to him.
Major Tasks to be accomplished
- Development of the validated training programme, which will include: a. A training agenda with clearly defined training activities and times for all 2 days of the training for each of the 6 workshops (national workshop and 5 district level workshops) in consultation with MoE and UNICEF; b. Coordinate with relevant facilitators of different sessions to ensure that PowerPoints and facilitation tools for each of the themes outlined in the training programme are developed before the workshop; c. Provide logistical support including communications to participants on any information that participants should prepare in advance
- Prepare logistical arrangements for the national workshop and the district level workshops for 5 districts. The consultant will ensure that young people (YAP members or young people from recognized Youth groups) are actively engaged in the contingency planning process.
- Attend in person 2 days per workshop for 6 workshops (2 days national level workshop and 2 days each for the 5 district level workshops = 12 days)
- Prepare workshop proceedings for 6 workshops (national workshop and 5 district level workshops). Each of the workshop proceedings should not exceed 20 pages (not including annexes) highlighting the main content of the discussions throughout the workshop. The report will include:
- Main proceedings and summaries of each session
- Inputs and recommendations from the participants for future areas of capacity building
- Compile presentations, annex them to the main report
- Prepare and submit a draft and final contingency plan using the template that will be provided by UNICEF. The contingency plans (national and district level contingency plans) will be based on all the compiled notes during the 2 days-meeting. In addition, the consultant will be given notes from the remaining 12 districts and he/she will use the notes to draft the contingency plans for these districts.
Deliverables and deadline(s) for submission:
Below is a list of the expected deliverables: 1. 6 workshop proceedings (national workshop proceeding and 5 district level workshop proceedings). 2. Draft National contingency plan and 17 district level contingency plans. 3. Final approved contingency plans (national and district level plans).

Recourse:
UNICEF reserves the right to terminate the contract and/or withhold all or a portion of payment if the rules and the regulations regarding confidentiality, ethics and procedures of UNICEF and the partners are not followed, the performance is unsatisfactory, or work/deliverables are incomplete, not delivered or fail to meet the deadlines. The deliverables will remain the copyright of UNICEF.
The consultant must respect the confidentiality of the information handled during the assignment. Documents and information provided must be used only for the tasks related to these terms of reference.
Estimated duration of the contract and Tentative Dates
The contract will commence on 13 March 2023 and will be completed by 15th June 2023. During this time a total of 30 work days spread over a period of three months will be required to complete this task.
Cost and Terms of Payment
The consultancy will be paid for 30 working days within the period of 13 March 2023 – 15th June 2023.
Candidates should submit a financial proposal for the assignment, outlining all-inclusive fees (including professional fees, other professional expenses, insurance etc.).
The agreed fee for 30 days will be paid to the consultant in three installments on receipt of the agreed deliverables as below:
- 20% payment upon completion of deliverable 1
- 50% payment upon completion of deliverable 2
- 30% payment upon completion of deliverable 3
Duty Station:
The consultant will work from home in the preparation of the workshop report. Over the course of the workshop, the Consultant will work from the hotel venue.
UNICEF will not provide ICT equipment to the consultant.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
