Overview

You have:

• Similar work experience documenting rural community settings requiring travel with minimal or no support
• Availability of adequate expertise and equipment (provide list of equipment owned)
• Experienced in writing shot lists, storyboards, scripts (provide at least one sample)
• Good understanding of children’s rights issues and ethical reporting

Purpose and Objective:

The overall objective is to produce stories on video that document the impact of UNICEF programmes in Mozambique. These videos will help support and raise awareness about the issues faced by children in Mozambique and the response from UNICEF.

From time to time, on an ad hoc basis and as required, UNICEF Mozambique will require high quality video recording and editing services. The corresponding section, both for its own programme deliverables and on behalf of other sections, has a need for high quality video recording and editing services for the purposes of advocacy, PR, fundraising, and documentation, which cannot be provided in-house and require the services of a professional provider, often on very short notice.

A skilled, creative professional who tells stories through videography is required to create a series of materials including advocacy on a broad range of developmental issues particularly targeted at the well-being of women and children. The professional should also have foremost knowledge and skills in developing animation and editing stories in under one minute.

Methodology and Technical Approach:

As a result of the provision of high quality videography services, videos will be produced by the videographer according to specifications, at the desired quality level, within the agreed deadline, within defined cost limits, at standardized rates, with simplified administrative processing and reduced transaction costs.

The videographer will use cutting edge video and sound recording and editing equipment/software to produce high quality videos or video segments with sound and subtitles, according to UNICEF specifications and needs (could change for each video), including scenarios, defined on a per assignment basis. All video material should be shot in 16:9 HD 1080.

The videographer will carry out the following tasks:

• Video recording
• Video editing (with subtitles, sign language and other requirements)
• B-roll selects and shot list (if requested)
• Animations (stop motion, cut out motion, etc)
• Sound editing
• Production of transcripts and storyboards (if requested)

The videographer will document on video the UNICEF supported activities following the below UNICEF guidelines:

• Produce high quality videos or video segments with sound, according to UNICEF specifications and needs, including scenarios, defined on a per assignment basis.
  • All video material should be shot in 16:9 HD 1080. The optimal standards are: 1080 25p; 1080 29.97p or 30p
  • All video should be recorded in HD progressive mode.
  • All videos sent to UNICEF must be compressed at: H.264 at 12000kbps (12mbps), AAC audio at 256kbps. This is a codec that has being designed to give excellent performance event at low bit rates making it the most popular delivery format. H.264 videos must be wrapped in a mp4 container (PLEASE DO NOT SEND: .mpg, .mpeg, .vob, .mkv, .avi, mov, or wmv).
  • Naming Files: Label the files clearly. Include the country and topic of the video and use words that are descriptive at a glance (ex: Mozambique Nutrition Campaign Video).
• Produce subtitles, according to UNICEF specifications, including names, locations, projects. Subtitles will be in Portuguese and English and must always be embedded on the video. In case of subtitles, 3 videos versions should be submitted, one with the subtitles in English, one with subtitles in Portuguese, and another without the subtitles. Translation must be provided by the contractor.
• Provide unedited raw footages if requested
• Provide sound editing support. Capturing good sound with your picture is very important. Always choose the best audio settings (the lowest compression) available in your camera. Linear PCM and AAC will both produce good quality audio.
• Provide B-roll selects and shot list if requested
• Deliver all requested material no later than 5 working days after completion of the shooting. More days can be negotiated if last minute editing is required.

NOTE: Although this contract will be awarded for 11.5 months duration, consultant will not be engaged on full time during the 11.5 months period. Consultant will be called upon to carry out specific tasks for short durations as the need arises for which payment will be made on the basis of daily professional fee stipulated in the contract.

Visual production assignments will be issued by UNICEF Mozambique’s CAP and programme sections, assignments will be accompanied by detailed briefs outlining the product required, including background materials for developing content.

Activities and Tasks:

The contracted videographer will document on video positive short stories on UNICEF Mozambique programmes, shooting interviews in targeted communities with selected beneficiaries about the positive impacts of the humanitarian response activities being implemented in the community, public service announcements, social media advocacy videos, documentation of events and workshops, TV and music spots. Shoot and deliver a wide variety of B roll, raw footage for use for other documentation purposes. Translate productions as subtitles during process from local language to English and Portuguese when required. Production of storyboards and scripts will be required to more complex videos.

The videographer will work with UNICEF staff to cover the above tasks, and some missions will require the videographer to be deployed alone to the field and be able to work with field partners to produce the above tasks.

Deliverables and Payments

The deliverable of each video recording and editing job is a CD/DVD/USB/External hard drive/downloadable links with files for TV broadcast, high definition video and web/social media.

The video files must be in the following formats: H.264 (mp4) 1080 HD. Depending on the task (public event, field mission video, workshops, public service announcements, social media, specific campaign video, etc.) the length of the videos will change.

B-roll footage should always be delivered using a structured labeling and tagging. Subtitles should always be delivered in SRT file or embedded on the video on the requested language. Some projects will require scripts, shot lists, story boards and video log.

For some assignments there will be a work plan delivered. The expectations of the work plan will be as follows – detailed timelines for execution of various activities as well as outputs expected at every step. Outputs will be delivered in the following standards and formats identified below.

Final version must have received approval by the supervisor of the contract to consider each assignment completed. Please note that the process of review towards finalization shall not attract any cost as well as the format in which it is requested. E.g. DVD or CD, USB pen drives, online transfers (upload/download).

For each assignment, the contractor will be paid a lump sum as per the agreed quotation upon submission and approval of the deliverables.

Management and Supervision****:

The contracted videographer will be supervised by Claudio Fauvrelle, UNICEF Communication Officer, in close coordination with concerned programme section.

Schedule

To be determined on a per project basis, within the overall schedule of the consultancy, which is for an initial period of 11.5 months (from 1 June 2022).

The consultant will have 3-5 working days for editing after each assignment to deliver a draft video for UNICEF analysis. UNICEF is allowed a maximum of 3 drafts (changes) after the first draft is submitted for comments.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
