Overview

Provide technical support to strengthen Child Rights Governance systems for UNICEF.

You have:

  • A Master’s degree in law, public policy, human rights, sociology, or another relevant human rights to programming related field is required.
  • A minimum of 10 years of professional experience in child rights programming, expertise, and experience at the national level is required.
  • Relevant experience in programme development in child rights governance and child protection related areas is considered as an asset.
  • Fluency in English is required. Knowledge of another official UN language (Arabic, Chinese, French, Russian or Spanish) or a local language is an asset.

How can you make a difference?

The proposed scope of work for this consultancy seeks to strengthen UNICEF’s technical support towards the operationalization of the NPAC through the strengthening of the national child rights governance system in the following key areas:

  1. Increase knowledge, awareness of responsibilities and commitment to strengthen CRG systems to advance these within
    1. The Presidency
    2. Government line departments, provinces, and local government
    3. Parliament
    4. The SAHRC
    5. Civil society
    6. Children
    7. Faith based sector
    8. The media
    9. The business sectors
  2. Support the establishment of an effective, evidence-based ORC in line with the NPAC by developing a concept note outlining its mandate, authority, required resources, technical capacity and infrastructure
    1. At national
    2. Provincial and
    3. Local levels
  3. Strengthen supporting governance institutions through training of:
    1. Parliament, through the development of capacity and strengthened institutional arrangements within Parliament to provide leadership and oversight of the child rights governance agenda through its legislative, oversight and constituency / participatory governance roles
    2. The SAHRC
    3. Civil society
  4. Support the development of a shared, national child rights monitoring, reporting and follow-up framework and institutionalization thereof to support the national child rights governance system, advancement, and measurement of progress in improving outcomes for children

    Work Assignment Overview

Co-facilitate child rights trainings of MPs, in close collaboration with Parliament, DSD/OCHRC/UNICEF.

Roadmap endorsed by July and trainings undertaken by December.

Increase knowledge, awareness of responsibilities and commitment to strengthen CRG systems to advance these within the key stakeholders.

Advocacy paper/fundraising proposal on Child Rights Governance.

Support the establishment of an effective, evidence-based ORC in line with the NPAC.

Through advocacy and support for capacity building.

Draft outcome document for national child rights governance conference in collaboration with children, ORC, the South Africa Human Rights Commission, UNICEF.

Outcome DAC Conference document endorsed by all parties.

Strengthen supporting governance institutions, including parliament and civil society.

Support the MoU between parliament and UNICEF and collaborate with SANCRC for stronger building blocks.

Support the development of a shared, national child rights monitoring, reporting and follow-up framework and institutionalization.

Consolidate and monitor current frameworks. Support the establishment of the NSC, provide and implementation plan for NMFRU. Mapping of current monitoring and reporting processes and developing a supporting paper.

Develop modules on child rights governance training for School of Governance/DSD based on the basic training manual.

Modules on child rights developed with SoG for endorsement and uploading on virtual platform of School of Governance.

Support role players develop and operationalize their

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
