Scope of Work

Mozambique has been experiencing cholera outbreaks (Niassa and Tete) since September 2022. With the arrival of the rainy season, the situation is now worsening and spreading very quickly, particularly in the provinces of Niassa and Sofala.

In Sofala Province, Caia district reported cholera outbreak. Since 29th of September to 19th of January 2023, 439 cases and 1 person death were reported (CFR= 0.2%). On 7th January, Marromeu district reported cholera outbreak with a total of 38 cases confirmed, no deaths, as of 19th of January.

On 2nd of January, Milange district in Zambezia province district also reported cholera outbreak with, 14 cases confirmed and 06 deaths in the community as of 19th of January.

Tete City of Tete province has reported a cholera outbreak during the second week of December 2022 with 11 cases reported and no deaths.

In this context, UNICEF Mozambique is looking for a WASH specialist to:

Objectives and Expected Results

The WASH consultant will support the overall coordination of the cholera response in Sofala, Tete and Zambezia, as well as the implementation and monitoring of UNICEF response.

Description of the Assignment

Tasks

More specifically the consultant is expected to:

• Support the coordination mechanism for cholera response, already set in Sofala (Caia district), Zambezia and Tete.
• Support the development and regular updates of Cholera Response Plans (including supply plans) for these three provinces, in coordination with Health and WASH authorities and using CATI approach.
• Conduct needs assessment and produce timely reports.
• Implement and monitor UNICEF WASH response, in coordination with Health and SBC colleagues, using CATI approach.
• Identify and establish partnerships with governmental and non-governmental partners for cholera response.
• Provide technical guidance to government and non-governmental partners, private companies, PEC contractors to ensure implementation is completed to high standards and identified approaches.
• Actively monitor UNICEF-supported activities through field visits, surveys, and exchange of information with partners, to assess progress, identify bottlenecks and potential problems and take timely decisions to resolve issues and/or refer to relevant officials for timely interventions.
• Regularly update UNICEF country office on developments of cholera response in these three provinces and make contributions to the reporting mechanisms in place.
• Monitor and report on the use of cholera programme resources (financial, administrative and other assets), verify compliance with approved allocations, organizational rules, regulations/procedures and donor commitments, standards of accountability and integrity. Report on issues identified to enable timely resolution by management/stakeholders.
• Prepare sectoral progress reports for management, donors, and partners.

Deliverables, timelines, and payment schedule

The total duration of this assignment is 3-months starting the 1st of February. This is expected to be a full-time position.

Deliverables are monthly reports detailing the activities implemented over the reporting period, challenges faced and mitigation measures, as well as key priorities for the next month including expected payments to partners.

Payments will be processed upon acceptance of the corresponding deliverable and against an invoice that will make reference to the contract reference and deliverable number. Payments will be approved by the Sanitation Manager.

Qualification Requirements

UNICEF is looking for an individual consultant to perform this assignment.

The consultant must demonstrate the following:

• Bachelor degree, in one or more of the disciplines relevant to the following areas: development studies, WASH or sanitation and hygiene, public health, or economics and social sciences;
• Minimum 5 years of relevant work experience in the WASH Sector, particularly in Cholera response.
• Experience with UNICEF.
• Portuguese is mandatory.
• Fluency in written and oral English
• Integrity and respect to all stakeholders.
• Ability to perform several tasks in a timely manner with a focus on quality
• Communicate key messages effectively to different audiences: tailoring languages, tone, style, and format to match audiences; actively listens to perspectives of stakeholders and team members; interpreting messages and respond appropriately; speaking and writing clearly and efficient; and makes presentations in public with confidence.
• Strong interpersonal, team-work, and self-management skills.

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
