Purpose of Activity/Assignment:

Birth registration is the first step to towards safeguarding lifelong protection and the right to legal identity enshrined in the National Action Plan on Child Rights and the UN Convention on the Rights of the Child.

Timely, complete, and accurate data from civil registration and vital statistics (CRVS) form the foundation for appropriate decision-making regarding policies, financing and service delivery for health and protection programmes for children. CRVS is essential for effective governance and has significant implications for the provision of population estimates, birth and death rates, and projections to plan, implement, monitor and evaluate maternal, newborn and child health services and other services for children.

To ensure timely development of Unified CRVS Register in 2021 UNICEF supported with the legislation review on birth and death registration and developed a Road Map for creation of Unified Register by January 2021. UNICEF is working in collaboration with UNDP and UNFPA in supporting Ministry of Adalat, State Statistics Committee, Ministry of Health and Medical Industry with the development of a CRVS system.

To continue further with Road Map implementation and development of technical solutions, a system administrator is required, who will ensure smooth roll-out of the system and quality checks, as well as preparation of staff from the involved ministries to use the newly developed Register system.

Overall purpose of the assignment is to provide support to the Central Archive of Ministry of Adalat of Turkmenistan to roll-out the Road Map implementation through system administration of effective birth and death registration and contribute to the functioning of the Civil Registration and Vital Statistics (CRVS) System.

Scope of Work:

Specifically, the System Administrator will contribute to the implementation of CRVS Road Map, as follows:

  • In partnership with UNICEF HQ and CO team review rules and regulations for effective CRVS administration
  • Provide mentorship sessions to National Partner IT team, in Network and System Administrator training through and mandate of UNICEF in birth and death registration, as well as ID safe application rules and practices.
  • Preparation of educational materials needed.
  • Conduct assessment sessions for National Partner IT team, at least 3 times through this assignment. Identify necessary additional materials to be purchased (additional purchases need to be included as part of consultancy fee, based on samples of available equipment attached to this ToR)
  • Assist National Partner IT team to prepare for international certification (preliminary CCNA)
  • Conduct installation and configuration of network and server equipment with National Partner IT team.
  • Any other support during the field work

  • Review the documents for factual errors and omissions and provide feedback.

System Administrator will provide 2 reports at the end of the assignment in Russian or English.

1 – 3 Mentorship report will consist of all provided training materials, assessment results and attendance sheet for participants. Reports have to be submitted not later than 31 Jan 2022, 31 Mar 2022, 31 May 2022.

2 – Installation report. This report should consist of details report of installed equipment with handover report. This report should be submitted in 10 days after installation and configuration is completed.

Minimum Qualifications required:

Bachelors Masters PhD Other

Knowledge/Expertise/Skills required:

Technical Competencies

- Excellent communication (writing and oral), negotiation, and other human relation skills;

- Excellent ability to collect, treat and analyse data.

Education

- University/advanced degree in Computer Science, IT, Electrical-Electronics Engineering, or other relevant fields;

Experience

- Strong experience in network and server equipment installation, configuration, and maintenance.

- Demonstrated experience in producing documents, proposals and reports for a resource partners, including UN agency.

- Experience working in the UN system agency or UN organization is an asset

Language requirements

-Knowledge of Russian and/or Turkmen, English is an asset

Selection Criteria

Each proposal will be assessed first on its technical merits and subsequently on its price. In making the final decision, UNICEF considers both technical and financial aspects to ensure best value for money. The Evaluation Team first reviews the technical aspects of the offer (on the basis of the qualifications described above), followed by review of the financial offers of the technically compliant candidates. The proposal obtaining the highest overall score after adding the scores for the technical and financial proposals together, that offers the best value for money will be recommended for award of the contract.

A cumulative analysis will be used to evaluate and award proposals. The evaluation criteria associated with this TOR is split between technical and financial as follows: 70% Technical, 30% Financial, 100 % Total.

The price/cost of each of the technically compliant proposals shall be considered together with the evaluation of technical criteria.

Technical proposals failing to reach a score of 60 in total will not be considered for the consultancy.

The bidders should ensure that all pricing information is provided in accordance with the following:

- The currency of the proposal shall be in USD. Invoicing will be in the currency of the proposal.

- For the purpose of evaluation, UNICEF shall use US Dollars to evaluate all financial proposals.
