Birth registration is the first step to towards safeguarding lifelong protection and the right to legal identity enshrined in the National Action Plan on Child Rights and the UN Convention on the Rights of the Child.

Timely, complete, and accurate data from civil registration and vital statistics (CRVS) form the foundation for appropriate decision-making regarding policies, financing and service delivery for health and protection programmes for children. CRVS is essential for effective governance and has significant implications for the provision of population estimates, birth and death rates, and projections to plan, implement, monitor and evaluate maternal, newborn and child health services and other services for children.

To ensure timely development of Unified CRVS Register in 2021 UNICEF supported with the legislation review on birth and death registration and developed a Road Map for creation of Unified Register by January 2021. UNICEF is working in collaboration with UNDP and UNFPA in supporting Ministry of Adalat, State Statistics Committee, Ministry of Health and Medical Industry with the digitalization of a CRVS system. Currently a pilot software was developed by UNDP for Registry offices. Developed software has passed the cyber security approval and is getting ready for country wide launch. To launch the software, it is important ot know the technical capacities across the country. With that, UNICEF supported Ministry of Adalat to develop a questionnaire for information collection and further support will be provided with calculation of necessary equipment.

Taking into account that developed information system of Registry Office needs to be interoperable with other members of the CRVS system (Ministry of health and medical Industry, State Statistics Committee) further support of software developer is required. With that, the Junior Front-end developer is needed. Front-end developer will work with Ministry of Adalat of Turkmenistan to support continuation of the development of the pilot CRVS (Online ZAGS) system in partnership with UNDP National Consultant, leading on Vital Events Register development, specifically he/she will:

- Contribute to the digitalization of Subsystem for making changes, restoration, and cancellation of act records

- Develop Subsystem for generating statistical reports.

- All subsystems form a single whole with a single authorization and authentication access.

Other duties, as will be required through the process of testing and piloting of new digital systems.

Overall purpose of the assignment is to provide support to the Central Archive of Ministry of Adalat of Turkmenistan to roll-out the functioning digitalized Civil Registration and Vital Statistics (CRVS) System

Scope of Work:

  • In partnership with UNDP National consultant review developed system and understand the necessary up-dates
  • Improved the interface design and support for existing components and modules of Civil registration subsystem
  • Implementation of subsystem for making changes, restoration and cancellation of act records
  • Creation of Electronic Document Management Subsystem
  • Integration of generating statistical reports

Other, if necessary:

  • Preparation of educational materials, if needed.
  • Review the documents for factual errors and omissions and provide feedback.

Minimum Qualifications required:

Bachelors Masters PhD Other

Enter Disciplines

Computer Science, Software Development, Programmer or other relevant fields

Knowledge/Expertise/Skills required:

Education

- Secondary school diploma

- Certificate of vocational school, courses in Computer Science, IT, Electrical-Electronics Engineering, or other relevant fields is preferred;

Experience

- At least a 1 year of front-end developer experience

- Knowledge of JS(ES6+), HTML, CSS.

- Experience with Bootstrap, GIT

- Familiarity with React, REST API

- Experience working in the UN system agency or UN organization is an asset

Language requirements

-Knowledge of Russian and/or Turkmen, English is an asset
