How can you make a difference?

Scope of Work

  1. Evaluate the situation of Prevention of Mother To Child Transmission (PMTCT) in the provinces;
  2. Evaluate the level of implementation of provincial operational plans for the triple elimination of mother-to-child transmission;
  3. Identify the challenges for reaching the Bronze level and guide the next two years of plan implementation;

Objectives and Expected Results

Mid-term evaluation of the current National Plan for Triple Elimination of Vertical Transmission of HIV, Syphilis and Hepatitis B, 2020-2024.

Activities and Tasks:

  1. Desk review: Conduct a triple elimination plan review and detailed desk review of all relevant documents (PEN V, INSIDA results, PNC ITS, HIV/SIDA annual reports, national PMTCT, HIV adults, adolescents, and pediatric guidelines and MCH guidelines, Global Alliance to end Pediatric AIDS plans).
  2. Consultations: Carry out local visits to 3 provinces and/or districts including interviews and consultations with key informants that include MISAU managers, United Nations Agencies, PEPFAR, Civil Society.
  3. Facilitate the workshop and the next steps: Organize and facilitate a national workshop to disseminate the consultancy results and recommendations moving forward on the path to eliminate vertical transmission.
  4. Draft Report: Initial feedback will be provided in the summary report for the initial visit to update the MOH and PMTCT TWG on the field visit findings.
  5. Prepare Final mid-term report: After 60 days of work prepare Portuguese version of final report. Additional documentation, including a PowerPoint presentation.

Deliverables

1. Inception visit report with key recommendations,

Timeline: First 15 days.

2. Draft Report with field visit finding and interviews with key stakeholders

Timeline: 1 month.

3. Workshop report

Timeline: 2 month.

4. Final report ready for submission and PPT

Timeline: within 2 weeks of feedback.

To qualify as an advocate for every child you will have…

  • Master’s degree in Medicine or public health related discipline
  • At least 10 years of relevant work experience in public health, with demonstrated experience / expertise to develop PMTCT national plans are strongly preferred;
  • Experience /knowledge of any African context or Mozambique health system and stakeholders is desirable
  • Specific knowledge, competencies, and skills required: Excellent communication skills both verbal and written
  • Excellent skills in developing and cultivating a network for learning
  • Strong skills on describing and formulating strategies and plans
  • Language skills: To be able to communicate in Portuguese or Spanish. Fluent in written Portuguese is strongly preferred

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
