ADVERT - Individual consultant (Maldivian National) for Rollout and Strengthening of IBAMA

Background & Purpose:

The Ijjthimaee Badhahi Madhadhuverin (IBAMA – You and Me) or the Community Social Groups is a platform established at the community or island level that work towards the promotion, protection and fulfilment of human rights; to ensure a safer society through ensuring the full and equal enjoyment of human rights and fundamental freedoms guaranteed by the Maldivian Constitution, the Child Rights Protection Act, Juvenile Justice Act, other legislations and the international conventions and treaties to which the Maldives is a party to.

The primary focus of the IBAMA is to provide a multi-sectoral and coordinated response to emerging vulnerabilities in communities, with targeted attention given to women and young girls, children, vulnerable men, elderly and people with disabilities. The work done by IBAMA group is based on the fundamental belief that a safer and more connected community is formed by empowering the community and its people to address their own needs. A key element of IBAMA group is to work together to increase the responsiveness of institutions, service providers and organizations to meet the needs of vulnerable individuals, families and communities

The IBAMA groups comprises of members from the social service sector covering: Family and children services (social workers), Health, Education, Police, Local Councils (Atoll Councils, City and/or Island Councils), National Drug Agency, Women’s Development Committees and Non-Governmental Organizations working towards the prevention of violence against vulnerable groups.

Duty station: The consultant will travel to other islands as a primary part of the assignment on an agreed schedule. When in Male’ will work at Ministry of Gender, Family and Social Services, and UNICEF.

Travel: Frequent travel expected, when possible. Consultations and trainings to be delivered virtually if and when travelling is not possible.

Supervisor: Child Protection Specialist UNICEF, & Minister of State, Ministry of Gender Family and Social Services.

Major objectives of the consultancy:

The purpose of this assignment is to support the Ministry of Gender, Family and Social Services (MoGFSS) to strengthen the existing IBAMA groups and to rollout to other islands across the country. The consultant will, in addition, to identify and strengthen the capacity of the local councils to lead the IBAMA and community level support to the vulnerable groups

More specifically to:

- Establish and/or strengthen IBAMA Groups

- Train trainers selected from MoGFSS, stakeholder ministries and IBAMA groups to further rollout IBAMA

- Strengthen capacity of the local councils to lead the IBAMA Group

- Research into push and pull factors making families vulnerable to violence and exploitation

- Strengthening capacity of the IBAMA Group to conduct the island level vulnerability mapping and planning for the interventions

- In collaboration with MOGFSS, UNICEF MCO and UNICEF ROSA, develop monitoring and reporting tools

- Conduct training of LGA, MOGFSS, Atoll Councils/City Councils and other stakeholders (where necessary) to undertake regular monitoring

Deliverables / End product: With guidance from MoGFSS and UNICEF the consultant will undertake the following major tasks:

  • Establishing new IBAMA groups and/or strengthening IBAMA Groups at island and/or city level; Strengthening capacity of the IBAMA Group to conduct the island level vulnerability mapping and planning for the interventions; and

  • Strengthen capacity of the local councils to lead the IBAMA (from the islands where IBAMA is established)

7. Deliver (on-line/face-to-face) trainings to establish / strengthen IBAMA

8. Orientation of local councils to facilitate IBAMA work

  1. Face-to-face and/or virtual support to the IBAMA Groups to conduct island level mapping of vulnerable family and development intervention plans (identifying programmes/ interventions/ activities, including awareness and educational programmes, to address the vulnerabilities of individuals and families) - Trainings delivered to selected atoll/islands as per training schedule to establish IBAMA Groups (approximately 10 trainings at atoll level)

- Training of selected Island/City Councils (approximately 65 local councils) - Mapping of the islands completed as per schedule (Approximately 65 islands) - Identified interventions (based on the findings from the vulnerability mapping) implemented

Leading research into factors pulling and pushing factors making families vulnerable to violence and exploitation10. Lead the research to identify risks at community level making individuals and families vulnerableList of island specific factors making families vulnerable identified Development of monitoring and reporting tools and training of selected persons from LGA, MOGFSS, Atoll/City Councils11. In consultation with MoGFSS, LGA, other key stakeholders and UNICEF MCO develop Monitoring and Reporting tools and Guidance Notes for local councils and Atoll/City Councils

  1. Monthly reporting on progress of IBAMA rollout- Detailed Trip Reports after each training trip

- A summary monthly progress reports covering the activities undertaken for the month - Working papers and advocacy notes on emerging/issues identified through the vulnerability mapping and research (3 papers) - Stakeholder orientation/briefings prepared and delivered (based on requests) for agreed audiences

Payments will be disbursed against acceptance of products, and against accepted deliverables and on acknowledgement of the receipt of the deliverables.

Estimated duration of contract and deadline for submission of end-product: 11.5 months, with the possibility of extension.

Qualifications or specialized knowledge and/or experience required

Following qualifications and /or specializations is required to be selected for the consultancy.

  • A University undergraduate/graduate degree in social sciences or related field.
  • Professional work experience, in the development sector
  • Work experience in the area of training
  • Experience of working with communities in the Maldives
  • Knowledge and experience in development of modules, organization, and facilitation of training and workshops.
  • Ability to work independently, demonstrate initiative,
  • Proficiency in communication skills in Dhivehi and English
  • Ability to organize, plan and coordinate activities within an agreed timeframe in a pro-active manner
  • Proven ability to work in teams as well as independently.
  • Demonstrable understanding and experience related to work within the Maldives especially at the community level

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
