TOR/2020/48 – Individual Consultancy (Maldivian National) - to support the Global Hand Washing Day activities and the Hand Hygiene for All initiative.

Background & Purpose:

In the Maldives, although 98% of the households have access to hand washing facilities, hand hygiene facilities are lacking in places where they are needed or rare in public places such as parks, bus stops, commercial buildings and markets and food establishments. For instance, nearly 22 schools across the country do not have hand washing facilities affecting a total of 1,500 school staff and students.

This pose a significant risk to the spread of COVID and other infectious diseases. In addition to improving access to hand hygiene facilities, improving hand hygiene practices also needs more attention. Furthermore, universal access to handwashing facilities with soap and water is already part of the Sustainable Development Agenda. The COVID-19 pandemic provides us with a once-in-a lifetime opportunity to rally around this goal and achieve what is most needed to save lives today and in the future.

It is to this end, that UNICEF has started a Global Hand Hygiene for All initiative. It is a whole of society approach to achieving universal hand hygiene and stopping spread of COVID-19. This initiative envisions a future where all communities have the resources and can practice hand hygiene, and everyone does so habitually. In the Maldives, UNICEF will lead the initiative in collaboration with WHO, the Government and CSOs to implement the initiative.

Purpose of the Assignment:

UNICEF Maldives Country Office requires additional capacity to plan and implement Global Hand Hygiene for All initiative and would like to engage the services of a local consultant to implement the major tasks outlined below.

Major Tasks:

The consultant will work with the program team at UNICEF, Government stakeholders, private companies to implement the Hand Hygiene for All initiative. The consultant is expected to plan and lead the following activities.

Expected Time Frame: 3 Months

Major Activities:

  1. Familiarize with the key documents and guidance on HH4A.
  2. Coordinate the establishment of hand washing, sustainable stations in strategic locations in Male’, in collaboration with Male’ City Council and private sectors companies. (This includes facilitating meetings between partners, communication with partners arranging the logistics of inauguration of hand washing stations etc).
  3. Develop a compilation of the best 6 stories from the Global Hand Washing Day story writing competition for children with illustrations.
  4. In collaboration with UNICEF staff, design and implement a SMS survey using U-report, to identify the hand washing knowledge and practices by people.
  5. As per the guidance on HH4A provided by UNICEF, and in consultation with stakeholders, develop a country roadmap for HH4A. This road map is a strategic document that defines the desired impact (reduced mortality and morbidity dues to infections and diseases including COVID-19) and outcomes (countries accelerate progress towards achieving hand hygiene for all by 2030. It serves as a communication tool as well as a high-level living document that articulates and communicates the strategic thinking behind the expected impact and outcomes.
  6. Develop a costed plan in place to promote hygiene and handwashing in response to COVID-19

Deliverables:

  • 22 stations inaugurated.
  • Final camera-ready copy of the booklet
  • U-report survey final document
  • Country roadmap for HH4A
  • Final costed plan in place to promote hygiene and handwashing in response to COVID-19

Travel: No travel will be required.

Supervisor: Program Specialist for Education and WASH.

Estimated duration of contract: Nov 2020- January 2021.

NOTE: UNICEF will only make milestone payment based on achievement of specific deliverables as listed in this TOR. Also note that UNICEF does not make advance payment.

Qualifications or specialized knowledge and/or experience required:

• A university degree in social science, education, sociology or related field.

• At least three years of experience in education and training.

• At least three years of experience in the design, development of strategic plans and policies.

• Excellent interpersonal, communication skills and ability to participate effectively in multi-disciplinary teams.

• Must be able to manage diverse viewpoints and work in demanding situations.

• Fluency in written and spoken English and Excellent report writing skills in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
