TOR/2020/45 – Individual Consultancy (Maldivian National) - to support the Global Hand Washing Day activities and the Hand Hygiene for All initiative.

Background & Purpose:

In the Maldives, although 98% of the households have access to hand washing facilities, hand hygiene facilities are lacking in places where they are needed or rare in public places such as parks, bus stops, commercial buildings and markets and food establishments. For instance, nearly 22 schools across the country do not have hand washing facilities affecting a total of 1,500 school staff and students. This situation poses a significant risk of the spread of COVID and other infectious diseases. In addition to improving access to hand hygiene facilities, improving hand hygiene practices also needs more attention. Furthermore, universal access to handwashing facilities with soap and water is already part of the Sustainable Development Agenda. The COVID-19 pandemic provides us with a once-in-a lifetime opportunity to rally around this goal and achieve what is most needed to save lives today and in the future.

It is to this end, that UNICEF has started a Global Hand Hygiene for All initiative. It is a whole of society approach to achieving universal hand hygiene and stopping spread of COVID-19. This initiative envisions a future where all communities have the resources and can practice hand hygiene, and everyone does so habitually. In the Maldives, UNICEF will lead the initiative in collaboration with WHO, the Government and CSOs to implement the initiative.

Purpose of the Assignment:

UNICEF Maldives Country Office seeks to engage the services of a local consultant to plan and implement Global Hand Hygiene for All initiative. The consultant will also implement the activities planned for the Global Hand Washing Day, which is 15th of October.

Major Tasks:

  1. Marking of the Global Hand Washing Day (GHD).

(Expected time frame: 12 weekdays)

The objective of marking the GHD is to:

  1. Foster and support a global and local culture of handwashing with soap
  2. Shine a spotlight on the state of handwashing in each country
  3. Raise awareness about the benefits of handwashing with soap

The consultant will work with the program team at UNICEF, Government stakeholders, private companies (importing soap) and if available, with CSOs to mark the GHD. The consultant is expected to plan and lead the following activities.

Major Activities and Deliverables for A:

Activities:

  1. In collaboration with UNICEF/s ICT officer, design and implement an SMS survey using U-report, to identify the hand washing knowledge and practices by people.
  2. Dissemination of key messages on hand hygiene: This includes:
  3. Mobilization of a group of doctors to disseminate the key messages on hand hygiene for all through a 1-minute video. This video will have sign language interpretation.
  4. Social media messaging.
  5. Activation of the MNDF board to disseminate the key messages and hand washing steps. These messages will be translated into Bangla, Hindi, Nepalese and English.
  6. Coordinate the establishment of hand washing, sustainable stations in strategic locations in Male’, in collaboration with MWSC, Male’ City Council and soap importers.
  7. Work with the Ministry of Education to set up hand washing stations in schools that don’t have/ have limited hand washing stations.
  8. Make a video song for the hand washing day, featuring prominent figures giving the key messages of the day.
  9. Disseminate hand washing posters and songs for hand washing for students to schools.
  10. Support to conduct a children’s story writing competition on Hand Washing with soap (stories by children for children) and the best three books will be published by UNICEF (or have as e-books) The stories will be read online on the UNICEF Maldives’ Vaahakaige Dhuniye Platform.

Deliverables:

  • U-report survey final document
  • Key messages on hand hygiene disseminated through the identified media.
  • Hand washing stations established in 4 strategic locations in Male’.
  • School hand washing stations established in 23 schools.
  • Final version of the Hand Hygiene song launched.
  • posters sent to all 315 schools in the country.
  • 6 Children’s stories on hand washing for Vaahakaige Dhuniye.
  1. Planning and implementation of the Global Hand Hygiene Initiative – HH4A.

(Expected time frame: 30 working days)

Major Activities and Deliverables for B:

Activities:

  1. Familiarize with the key documents and guidance on HH4A.
  2. As per the guidance on HH4A, and in consultation with stakeholders, develop a country roadmap for HH4A. This road map is a strategic document that defines the desired impact (reduced mortality and morbidity dues to infections and diseases including COVID-19) and outcomes (countries accelerate progress towards achieving hand hygiene for all by 2030. It serves as a communication tool as well as a high-level living document that articulates and communicates the strategic thinking behind the expected impact and outcomes.
  3. Develop a costed plan for the hand hygiene initiative and to promote hygiene and handwashing in response to COVID-19

Deliverables:

  • Country roadmap for HH4A
  • Final costed plan in place to promote hygiene and handwashing in response to COVID-19

Duty station: The consultancy is remotely based and will be from consultant’s home base.

Supervisor: Program Specialist for Education and WASH.

Estimated duration of contract: October – November 2020.

Travel: No travel will be required.

Qualifications or specialized knowledge and/or experience required:

• A university degree in social science, education, sociology or related field.

• At least two years of experience in planning and implementing behavior change interventions.

• At least two years of experience in the design, development of strategic plans and policies.

• Excellent interpersonal, communication skills and ability to participate effectively in multidisciplinary teams.

• Must be able to manage diverse viewpoints and work in demanding situations.

• Fluency in written and spoken English and Excellent report writing skills in English.
