TOR/2020/41 National Consultancy - Public Health officer to support essential Child health services at Health Protection Agency.

Background:

The COVID-19 pandemic has had a detrimental impact on the provision of routine mother, newborn, and child health across the Maldives. During the greater Male’ lockdown in the period 15th April – 15th June 2020 routine MNCH services have been disrupted to some extent, and while they have returned somewhat to normalcy, the situation remains difficult as of early September 2020. An estimated 8,000 under-five children and around 4000 pregnant women are in need of basic public health care services at any given time in the Maldives.

As the pandemic continues to take up significant time of all staff in the national health care system, with Health Protection Agency staff redirected to health emergency operations, a key gap remains the human resources to ensure continuity nation public health programmes. As such, services related to Reproductive Maternal Newborn Child and Adolescent programmes.

In this regard, UNICEF is seeking ONE national consultant to work as public health officers to support Health Protection Agency to support the child health and nutrition programmes.

Purpose of the Assignment:

The purpose of the assignment is to support the continuation of essential child health services, particularly at the national the programmes.

The specific objectives of the consultancy are to:

    1. To support the relevant national programmes to support essential health services during COVID
    2. To support monitoring if situation on maternal, child, new-born, and adolescent health and to effectively and
    3. To efficiently monitor routine child health data and track child health and nutrition indicators.

Duty station: The consultant will be based in the Health Protection Agency / Ministry of Health, Male’

The consultant(s) will be placed at UNICEF, (working from home as required to respect physical distancing).

Supervisor: Under the direct supervision of the head of Director of Population Health Division, Health Protection Agency, with remote supervision from UNICEF Programme Specialist for Health & Nutrition.

Major tasks:

The consultant will work with the Ministry of Health, Health Protection Agency, and UNICEF to undertake the following tasks:

  1. Monitor the implementation of essential child health services during COVID 19, and provide support to facilities and service points. This will include implementation of individual “Birth Preparedness Plan” for pregnant women, and early identification of high-risk pregnancies and facilitating referral to hospitals with adequate time.
  2. Support the development of resources and protocols on MNCH, especially once related to health and nutrition service delivery during COVID 19.
  3. With the relevant teams, support the implementation of national programmes and activities and coordination of the Maternal Newborn Child Health areas from central level to roll out to Regional level and Atoll and Health center level.
  4. Support the implementation of maternal, child, newborn and adolescent components of the new RMNCHA strategy (Reproductive Maternal Child Adolescent Health). Support multi-sectoral collaboration with different sectors and NGOs to implement and monitor activities in the strategy and action plan.
  5. Support capacity building of public health staff in health facilities on ANC, PNC, nutrition, and on protocols and SOPs of the programmes.
  6. Conduct advocacy and awareness on key areas within maternal, newborn, child, and adolescent health as well as nutrition. Conduct health promotion on the areas to different target groups, including young people.
  7. Assist in monitoring of maternal and child health data, monthly reports, record keeping and documentation. Closely work with Atoll focal points to ensure regular data on key child and health indicators are collected and provide support to inputting in tools.

Estimated duration of contract: The assignment will be signed for an initial period of 11 months between October 2020 – September 2021.

Deliverables:

  1. Progress report 1 with:
  • Inception report
  • Activity plan and timeline
  1. Progress reports every month with #2, 3, 4, 5, 6, 7 8, 9,10
  • Update on activities conducted
  • Tools and profiles developed
  • Monthly monitoring reports of key indicators
  1. Final report:
  • Final documents
  • Final report

Note: UNICEF will only make milestone payments based on achievement of specific deliverables as listed. All payments will be subjected to acceptance of deliverable by UNICEF.

Deliverables can be arranged in months and pegged to monthly progress reports.

UNICEF does not make advance payment & UNICEF is exempted from paying VAT and other forms of taxes. Locals will be paid in local currency.

UNICEF Maldives pays economy ticket, on lowest fare from the most direct route (on reimbursement basis)

Qualifications or specialized knowledge and/or experience required:

  • Degree in the public health, primary health or related area. Relevant past experience can be considered in place of qualification, based on competencies demonstrated
  • Experience in maternal child health areas or health promotion will be desired. Previous work on reproductive health programme (maternal /child) will be an asset. Past experience on exposure on understanding of the Maldivian health context is a requirement
  • Able to work well independently as well as in teams. Proven ability to work in teams
  • Able to handle data and information on computer software, and basic monitoring skills required
  • Excellent written and spoken Dhivehi and good writing skills in English.
  • Excellent interpersonal and demonstrated good level of communication skills.
