Terms of Reference for Individual National Consultant to support Adolescent Skills and Employability.

  1. Background and rationale:

Maldives has made significant progress in improving access to education with gender parity (at primary and lower secondary level) over the last decades. . However, access to upper secondary education ( grades 11-12) is low, with net enrollment at 45% ( MOE, 2019). While 25% of the country’s population are adolescents between 15-18 years, adolescents who wish to pursue upper secondary education or education in their field of study often migrate to the Capital Male’. Out of this, a smaller number of adolescents and young people transit to tertiary education.

Nationwide, 25 per cent of males and 30 per cent of females (aged 15–24 years) are not in employment, education or training, compared to 33 per cent of males and 35 per cent of females in the atolls. Challenges include the lack of career guidance and work-readiness programmes, and insufficient resource allocation for developing labor market-relevant skills, including technical and vocational training and skills for a green and blue economy. Social norms influencing gender roles impact the skills and employability of girls and young women. While formal labor force participation among women has declined in recent decades informal labor force participation is significantly higher among women than men.

To address the situation of adolescent skills and employability, UNICEF Maldives Country Office is in the process of formulating Adolescent Skills and Employability (ASE) programs in collaboration with Government and Civil Society partners.

  1. Purpose of the consultancy

The purpose of this consultancy is to support the country office to plan and implement current and new initiatives regarding adolescent skills and employability.

  1. Major tasks to be undertaken and deliverables

Major tasks

Key Deliverables

  • Provide support to the ASE team to administer a study of adolescent skills and employability in the Maldives. This includes coordination with the research team, facilitating the team with access to documents and organization of key informant interviews and organization of dissemination activities.

Report on the monthly progress of the ASE study.

  • Support the ASE team with the planning and implementation of skills development programs for children in school and children out of school.

Progress report in the implementation of programs with specific contributions of the national consultant.

· Coordinate with program partners on program implementation.

Effective and timely communication maintained in writing.

· Provide support to the ASE on monitoring the skills development programs, including undertaking field monitoring visits regularly.

Program visit and field visit reports maintained and shared with partners.

· Maintain data, evidence from program monitoring visits to the islands and program sites and other program related interventions on a monthly basis.

Monitoring reports written and shared with stakeholders. Follow up actions tracked.

· Coordinate and facilitate the ASE trainings.

Report on implemented ASE trainings for stakeholders, as per the ASE plan.

· Support the ASE team with managing the funds for program implementation

Donor reports drafted for approval by the program specialist and Deputy Representative in a timely manner.

Duration: 11 months (January – November 2022).

  1. Official travel involved

Official travels will be undertaken as required.

  1. Qualifications or specialized knowledge and/or experience required
  • A first degree in social science, education, sociology or related field.
  • At least three years of experience in planning and implementing development projects, preferably youth and skills related.
  • Excellent interpersonal, time management communication skills and ability to participate effectively in multi-disciplinary teams.
  • Must be able to manage diverse viewpoints and work in demanding situations.
  • Fluency in written and spoken English and excellent report writing skills in English.

Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
