UNICEF in the State of Palestine works to uphold the rights of children to access services and protection, from early childhood to adolescence. Our objective is to ensure that every child in the Gaza Strip and the West Bank, including East Jerusalem, has an equal chance to fulfil their potential irrespective of background or circumstance.

Each year, UNICEF in the State of Palestine produces several publications, information reports, and multimedia materials. The materials range from research reports, evaluations, and advocacy products to training manuals etc.

UNICEF in the State of Palestine is always seeking new and updated communications, advocacy and visibility material that documents key children's issues and UNICEFs ongoing responses in the field through high quality content packages. These materials are indispensable for a range of products, including fundraising proposals, reports, assessments, donor reports, human interest stories, and content for social media. These items will support UNICEF to better communicate with policy and decision makers, media, donors, partners and the public at large.

How can you make a difference?

To support this work, the Communications Section is requesting the services of high-quality individual editors and content writers to cover the many competing deadlines and needs of the offices programmes, including key children's issues and UNICEF's ongoing response activities in Palestine.

Main tasks to be accomplished:

Editors:

• Under the guidance of the Communications Section or Programme teams and the direct supervision of subject matter specialists, the editor provides, reviews, organizes, edits and consolidates material for various products ensuring clarity and continuity of argument, structure and core themes.
• Proof-read layout files, including checking spelling, acronyms and other abbreviations (making sure that they follow official UNICEF terminology and conventions), style consistency, layout, references, etc.
• Edit digital content media as required including project factsheets; web pages; stories and other knowledge products such as forewords, prefaces etc.
• Ensure implementation of the UNICEF style guidelines.
• Observe confidentially regarding any information or content shared and/or produced.
• Maximum percentage margin of errors per page should not be more than 3%.

Under the guidance of the Communications Section, the content writer is expected to:

• Produce and write content including writing short features, case studies, impact stories, and briefs.
• Develop digital content media as required including project factsheets; web pages; stories and other knowledge products such as forewords, prefaces etc.
• Observe confidentially regarding any information or content shared and/or produced. -

DELIVERABLES

Editors:

At the end of each assignment, the consultant will deliver edited material in the same format received (either a word document or the design/layout file).

Content writers:

At the end of each assignment, the consultant will deliver a high-quality product based on UNICEF requirements.

• The product will be comprehensive and accurate, well-researched, and with relevant and high-quality data analysis (where relevant)
• The copy will be adequately referenced, and well-structured and laid out for the intended audience.
• The copy will be written clearly, in appropriate style and tone for the intended audience, well edited, and must not contain any spelling, syntax, or grammar mistakes.

To qualify as an advocate for every child you will have:

This LTA requires professionals in their respective fields whose experience and quality of work demonstrably meet the highest international standards. They must have an excellent track record along with experience of working in the social development sector. The proposed professional/s is/are expected to have the following:

Copy Editors:

• Minimum five years of professional experience in editing;
• Demonstrated experience in editing and proofreading professional documents;
• Outstanding editing skills in English and/or Arabic;
• Proven experience of editing and proofreading services;
• Experience working with international development organizations is desirable;
• Demonstrate effective organizational skills and ability to handle work in an efficient and timely manner.
• Previous experience with UNICEF would be an asset.
• Knowledge of UNICEF terminology will be considered an advantage
• Experience in working on children issues and families is an asset.

Content Writers:

• Minimum five years of professional experience in content developing;
• Demonstrated experience in writing technical briefs, guidance notes, stories, and digital content;
• Excellent technical writing skills in Arabic and English;
• Proven experience of editing and proofreading services;
• Experience working with international development organizations is desirable;
• Demonstrate effective organizational skills and ability to handle work in an efficient and timely manner.
• Previous experience with UNICEF would be an asset.
• Knowledge of UNICEF terminology will be considered an advantage
• Experience in working on children issues and families is an asset.

NOTE:

• Individual consultants can apply to one or both services
• Individual consultants are encouraged to specify their specialized field of copy editing/ content writing that is relevant to UNICEF work (Health and Nutrition, Education, WASH, MHPSS, Child Protection etc.)

Structure and Evaluation Process of the Proposal:

Each proposal will be assessed first on its technical merits (including by reference to legal requirements) and subsequently on its price. In making the final decision, UNICEF considers both technical and financial aspects. The Evaluation Team first reviews the technical aspect of the offer followed by the review of the financial offer of the technically compliant vendors. The proposal obtaining the overall highest score after adding the scores for the technical and financial proposals is the proposal that offers best value for money and will be recommended for award of the LTA.

To be considered for evaluation, content writers and editors are requested to provide three high-quality pieces writing and editing samples. It is highly recommended to provide materials that are most relevant to UNICEF's work in the field.

Financial Proposal:

Bidders are expected to submit their rate including rate for writing and/or editing per word/page. Please make sure all expenses are factored in the daily rate as UNICEF expects to see one lump-sum daily rate figure in the financial proposal.

Offer shall be submitted in ILS and UNICEF will issue a contract in ILS.

Estimated Duration of contract and Tentative Dates:

Duration: Based on assignment including home-based assignments

Dates: September 2020-August 2021 with possibility of extension for an additional 11.5 months up to 46 months over a period of 48 months

Terms of Payment:

Lump sum upon completion of each assignment and delivering satisfactory content.

Individuals engaged under a consultancy or individual contract will not be considered as staff members under the Staff Regulations and Rules of the United Nations and UNICEF's policies and procedures and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.
